Renovation of a municipal facility in Cleveland, Ohio. Completed plans call for the renovation of a municipal facility.

The purpose of this RFP is to evaluate proposals from contractors to install and make fully operational new security camera systems at two of CMHA's family estates: Lakeview Terrace and Olde Cedar. For each estate, CMHA is seeking to install a new system that comprehensively covers the exterior areas of each estate. These areas include, but are not limited to streets, sidewalks, parking lots, courtyards, playgrounds, and other outdoor recreational spaces. For a proposal to receive full consideration, it must adhere to the following specifications: A. Furnish and Install a New NVR at Each Estate (2 Total NVRs) The chosen Contractor shall furnish and install two (2) total NVRs as part of this project. One NVR will be installed in the management office at Olde Cedar (2617 Central Ave., Cleveland, OH 44115), and the other will be installed at the management office at Lakeview Terrace (1332 W. 28 th St., Cleveland, OH 44113). The chosen Contractor will uninstall the existing NVR and return it to the Owner. CMHA requires that a high-quality NVR be installed at each property. These NVRs should have capacity for at least 128 IP cameras each and an Intel Core I7 processor or better. The NVRs must also demonstrably have enough RAM, throughput, and storage to handle the needs of the cameras to be installed at each property. The new selected NVRs should also have a cushion of camera recording capacity so that CMHA has the ability to add cameras to these NVRs as part of other future projects. The NVR and all accompanying equipment must be housed in an appropriately-sized server cabinet. The chosen Contractor will work with the CMHA technical representative to connect each NVR to the CMHA network. The NVR needs to be connected to a workstation with an appropriate video management software that operates on Windows 10 or newer. B. Furnish and Install Approximately 25 IP Panoramic Cameras at Each Estate (50 Total Panoramic Cameras) The chosen Contractor shall furnish and install approximately twenty-five (25) IP panoramic cameras (preferably 270 degree cameras) at both Olde Cedar and Lakeview Terrace for a total of fifty (50) IP panoramic cameras. These cameras will be installed on the residential walk-up buildings that comprise each site. Regarding camera positioning, the IP panoramic cameras should be installed to provide the greatest viewing capability possible of all streets, parking lots, and exterior public spaces. The selected cameras must record at 12 MP or better, be vandal resistant, rated for outdoor use, and demonstrably display clear video images in all lighting conditions. Final camera placement will be determined between the Contractor and the CMHA technical representative. The Contractor must configure multi-lens cameras so that they show a stitched image in the video management system with digital PTZ capability (no mechanical PTZ allowed). The chosen Contractor will be responsible for furnishing a lift if necessary to install these cameras and any other equipment associated with the camera system where a lift may be needed. Cameras must be placed in such a way that that they do not impede the normal flow of movement throughout the property and are not prone to vandalism. CMHA - RFP Solicitation No.04-400-22 Page 10 of 23 SECURITY CAMERA SYSTEM INSTALLATIONS AT OLDE CEDAR AND LAKEVIEW TERRACE C. Furnish and Install Approximately 5 IP Single-Lens Cameras at Each Estate (10 Total Single-Lens Cameras) At each property, the chosen Contractor shall furnish and install approximately 5 single-lens IP cameras for a total of 10 single-lens IP cameras. Final camera placement will be determined between the Contractor and the CMHA technical representative with the goal of covering places that were not able to be covered by the panoramic cameras and to provide high-resolution views of high-traffic roads. The selected camera must record at 5 MP or better, be vandal resistant, rated for outdoor use, and demonstrably display clear video images in all lighting conditions. D. Furnish and Set-Up Requisite Number of IP Camera Licenses The chosen Contractor shall furnish the requisite number of IP camera licenses needed to support the installation of all IP cameras. For panoramic cameras, the Contractor shall stitch all images together so as to limit licensing costs. E. Furnish and Install All Network Equipment The systems at Olde Cedar and Lakeview Terrace both cover approximately 20 acres across varying elevations. All cameras will need to be tied into the NVRs located at the estates' management offices. To accomplish this, the chosen Contractor shall install all supportive networking equipment including mesh network antennas, switches, cabling, POE injectors, and any other networking equipment needed to successfully integrate the entire system together. F. Configure the Camera Network and Ensure Successful Connectivity at Each Site The Contractor will be responsible for fully and successfully configuring the camera networks at Olde Cedar and Lakeview Terrace. That is, all cameras will successfully record to each property's NVR clearly and consistently. System connectivity must be strong enough so that the selected camera's primary/highest resolution stream records successfully to the NVR with no gaps in footage. All cameras must be connected to each property's NVR and successfully able to be recorded by that NVR. G. Furnish and Install All Cabling/Provide Power Supply The chosen Contractor shall furnish and install all needed POE/CAT6 cabling for connecting the NVR and its component cameras and switches. The chosen Contractor will provide an adequate and safe arrangement for providing power to this system. The Contractor should pull power from each building's house supply to a NEMA 4 box where all camera equipment will draw power. The Contractor must ensure that all cameras, NVRs, switches, antennas, and any other component of the camera network have adequate power. The Contractor, when at all possible, will attempt to minimize electrical costs. This should include designing the placement of cameras in such a way as to minimize the number of walk-up buildings where cameras and antennas will be located while still maximizing system functionality and overall camera coverage. H. Furnish and Install All Necessary Conduit Any exposed wiring shall be encased in an appropriately size conduit. CMHA - RFP Solicitation No.04-400-22 Page 11 of 23 SECURITY CAMERA SYSTEM INSTALLATIONS AT OLDE CEDAR AND LAKEVIEW TERRACE I. Drilling and Mounting Contractor (or Contractor's subcontractor) will provide drilling as necessary to install the cameras and pull cabling. Core drilling between building floors is not anticipated on this project. Any equipment and/or conduit installed during this project must be mounted or secured to all buildings. However, no drilling/mounting may alter the existing roofs at Lakeview Terrace and Olde Cedar. When conducting drilling, the Contractor or subcontractor must perform this work to industry standard. The Contractor/Sub-contractor will assume all responsibility for any damage caused to Lakeview Terrace and Olde Cedar in the process of drilling and/or mounting. Any equipment that is stored outdoors needs to protected from exposure to the elements in a NEMA 4 box. J. Existing Camera Equipment Camera equipment already in existence at these properties shall be de-installed and disposed. There are approximately five analog cameras currently in existence that are mounted on the management offices of each property. The Owner may request the return of certain camera system components like functioning NVRs and cameras that had previously existed at both sites. L. Additional Notes All cameras and camera system equipment installed and integrated into the new camera system described in this RFP shall be NDAA-compliant without exception. All equipment utilized shall be new. M. Cameras and NVRs Operational All cameras and NVRs shall be fully operational at the conclusion of the project.
