The purpose of this IFB (Invitation to Bid) is to supply the needs of the WRRF for drivers and trucks to haul sludge, process residuals and perform other related driver functions around the facility. At the time of this bid, material is disposed of at two locations: the Region 2000 Landfill on Livestock Road (Route A and emergency Route B) and the Maplewood Landfill in Amelia (Route C). The Plants materials must be hauled on the routes attached (Attachment A- Route Maps A-C) which are approved by the DEQ (Department of Environmental Quality). Use of any other routes unless routes are approved/established detours by Virginia Department of Transportation (VDOT), Virginia State Police (VSP) or other official state agency, are not allowed. Process residuals must be removed from the plant on a regular schedule. Only when specifically requested in the bid documents shall each bid be accompanied by a bid bond with surety satisfactory to the City or a Cashiers or a Certified Check, made payable to the City of Lynchburg. In the event of default by the Bidder, the deposit shall be and represent liquidated damages to the City. Bids received without a bid bond, when specifically requested, shall be rejected. Inquiries must be received at least 7 business days prior to the due date in order to be considered (deadline for this solicitation is June 8, 2022 by 1:00 p.m.). Contact initiated by a bidder concerning this solicitation with any other City representative, not expressly authorized elsewhere in this document, is prohibited. Any such unauthorized contact may result in disqualification of the bidder. The initial term of this contract will be for (1) one-year with the option to renew up to (4) four additional (1) one-year terms, upon mutual agreement. The City reserves the right to use more or less of requested services, depending upon the changing environment associated with hauling and disposal of the Water Resources Recovery Facility. Pricing increases and or/decreases will only be negotiated prior to contract renewal.
