VDOT Project No. 9999-128-405, P101, R201, C501; UPC 110101 Federal Project No. HSIP-5128 (449) 20180437 PROJECT NO. 20180437-0710 This project is generally described as the construction of approximately 3,500 linear feet of 8' to 10' greenway trail from Mason Mill Park to the Trailhead near the intersection of Mason Mill Road and 13th Street. The project includes the construction of a 115' pedestrian bridge, reconstruction of two trailheads, paving of a third existing trailhead, construction of a kayak launch and fishing pier and modification of an existing sidewalk on the Mason Mill Road bridge over Tinker Creek. The project limits are within existing variable right-of-way. Emails received after the due date and time will not be considered. The email must include the ITB number and title and Company Name in the subject line. All other references to delivery methods of the bid are not valid. The Invitation to Bid, Instructions to Bidders, plans, specifications, the Sample Contract, and other Contract Documents may be examined during business hours at the Office of the City Engineer, 215 Church Avenue, S.W., Room 350, Roanoke, Virginia 24011 (Phone: 540-853-2731). Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/ consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/ consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is four percent (4%). Bids may not be withdrawn for a period of sixty (60) calendar days after the opening of bids unless the bid is substantially lower than the other bids because of a clerical error as defined in Section 2.2 - 4330, of the Code of Virginia (1950), as amended. Pursuant to Section 2.2 - 4330 (B)(1), the bidder shall give notice in writing and shall submit the original work papers with such notice to the City of its claim of right to withdraw the bid within two (2) business days after the opening of bids. The City expressly reserves the right to cancel this ITB and/or reject any or all bids, to waive any informality or irregularity in the bids received, and to accept a bid which is deemed to be in the best interest of the City.
