Introduction: Amtrak intends to issue an Request For Proposal (RFP) for qualified Consultant which is funded by the Federal Railroad Administration via a Grant with the National Rail Passenger Corporation (Amtrak) Amtrak, at its sole discretion and without discussion, will determine which firms are to be added to its list of Consultants for request of solicitation for this project. Project Description: The PDX Fueling Improvement Project consists of the following: 1. Installation of a new underground Diesel Fuel Oil unloading, conveying and dispensing system. Work tasks include selective demolition of existing platform sections, excavation, pipeline installation, backfilling, concrete work, equipment installation, electrical expansion to support the system, signals, controls, metering and other related work to provide a fully functional system. 2. Installation of a new Diesel Exhaust Fluid conveyance and dispensing system. Work tasks include selective demolition of existing platform sections, excavation, pipeline installation, backfilling, concrete work, equipment installation, electrical expansion to support the system, signals, controls, metering and other related work to provide a fully functional system. 3. Staging of excavated material and managing/disposing of excavated soil (if any) at Subtitle D Landfill. 4. Installation and testing of fueling storage tank(s) for the Diesel fuel and DEF fuel systems in association with the above two product conveyance systems and associated infrastructure. Firms must complete form "LOI - Contractor Qualifications - PDX Fueling Improvements 1102022" Amtrak shall have an option at any time, in its sole discretion, to add additional services associated with additional phases of this project to the scope of the Contract, subject to Amtrak's receipt of an acceptable proposal or proposals for such services from Contractor. Nothing herein shall obligate Amtrak to exercise options for award to the Contractor. In an effort to provide "maximum practicable opportunity" to participate in the provision of goods and services to Amtrak, prime firms under agreement with Amtrak are required to put forth Good Faith Efforts to contract with Disadvantaged Business Enterprises (DBEs). Therefore, a DBE subcontracting plan goal shall be established for this opportunity.
