A. Specifications Progressive AE has prepared a Project Manual, which includes a comprehensive scope of work and project specifications, found in Exhibit A: Project Manual for Ottawa County Parks and Recreation Commission Grand Ravines Tree House - Project No. 74210022 by Progressive AE. Bidders are responsible to review the Project Manual in its entirety and all information on all specifications provided. The awarded Contractor will be expected to perform the work as described and with consideration for all aspects of the project, including, but not limited to: permits and licenses, subcontractor performance and scheduling, RFI's, substitution/change request, existing conditions, materials and trade specifications, on-site inspections, site cleanup, storage and removal of construction materials, closeout submittals, training and testing procedures. County's property will be continued to be occupied during the project. Contractor will work with Progressive AE and County's Project Manager to accommodate the public and staff in order to limit disturbance. A construction schedule will be coordinated between the awarded Contractor, Progressive AE, and the County. For project closeout, Contractor must work with County's Project Manager and/or Progressive AE on correction punch list. Contractor must accompany County's Project Manager and/or Progressive AE on preliminary inspection to determine items to be listed for completion or correction. Punch list must be completed prior to closeout. Closeout submittals include: project record documents, operation and maintenance data and manuals, warranties, bonds, and other types as requested by the County board. Cash, cashier's check, or certified checks will not be accepted. A copy of the contractor's license or certificate of renewal thereof issued by the Secretary of State shall be enclosed in the required bid bond envelope. Envelopes shall be identified as to contents and project. All bidders must be licensed for the highest amount of their bids as provided by Section 43-07-05 of the North Dakota Century Code. No bid will be read or considered which does not fully comply with the above provisions as to bond and licenses and any deficient bid submitted will be re-sealed and returned to the bidder immediately. The Owner reserves the right to waive any informalities or irregularities, to reject any and all bids and to hold all bids for a period of 30 days after the date fixed for the opening thereof.
