The City of Wilton Manors invites proposals from qualified firms, licensed in the State of Florida, to provide a proposal for CDBG 47th NW 8th Avenue Drainage Improvements. This is a federally funded project under Community Development Block Grant (CDBG) funding by the Department of Housing and Urban Development (HUD). All HUD Federal Rules and regulations pertaining to this project are applicable. Fringe benefits must be added to the prevailing hourly rates where applicable. Bidders must comply with Section 3 of the Housing and Urban Development Act of 1968 which requires that economic opportunities to the greatest extent feasible be given to low and very low income persons and to businesses that provide economic opportunities for these persons. Questions and comments must be received no later than, February 07, 2022 at 7:00 a.m. Proposers, their agents, and associates shall not contact or solicit any City Commissioner, City employee, or official regarding this RFP/ITB subsequent to the first meeting of the City s Selection Committee. Failure to comply with this provision may result in disqualification of the Proposer, at the option of the City. Only that individual listed above, as the contact person, shall be contacted. The project will include the installation of new drainage inlet structures, drainage piping, and exfiltration trench that will be interconnected to existing drainage infrastructure. This project is the last of 3 phases, which are designated within the design plans. The project limits include the public right of way for NW 26th Street between Powerline Road and NW 8th Avenue (Phase 3). This project will be partially funded through the Community Development Block Grant (CDBG) program funded by the Department of Housing and Urban Development (HUD) and must meet all the appropriate federal guidelines. Federal Davis-Bacon Wage Rates for work classifications are specified and must be complied with. Fringe benefits must be added to the prevailing hourly rates where applicable. The completion schedule for the work is 120 consecutive calendar days from the issuance of a Notice to Proceed by the City untilsubstantial completion of the work and 150 consecutive calendar days from the issuance of a Notice to Proceed by the City until final completion of the work.
