ADVERTISEMENT FOR BIDS Sealed proposals will be received by the Purchasing Department for the Baldwin County Commission, Baldwin County, Alabama, in the offices located at 257 Hand Avenue, Bay Minette, Alabama 36507, until 2:00PM on February 16, and then publicly opened for furnishing all labor and materials and performing all work required by Baldwin County and described as follows: BALDWIN COUNTY RESURFACING PROJECTS 2022: Group # 2/BCR-2022-2 HW22078 - OLD BRADY RD FROM COUNTY RD 68 EXT TO EOP HW22079 - STUCKI RD FROM COUNTY RD 20 TO FEELY RD HW22077 - HEARTLAND CIRCLE FROM COUNTY RD 54 LOOP BACK TO COUNTY RD 54 HW22076 - COUNTY RD 26 FROM COUNTY RD 95 TO JOHN BLOCH RD The estimated total tonnage of bituminous plant mix for Group 2 is approximately 4,529 tons. Details concerning these roads and a map of their locations are included within the Contract Documents. The construction start date will be on or about May 1, 2022. If the Contractor wishes to begin work early, approval from Baldwin County must be obtained first. TEN (10) WORKING DAYS are allowed for the construction of Group 2/ BCR-2022-2. BALDWIN COUNTY RESURFACING PROJECTS 2022: Group # 2RA/BCR-2022-2RA HW22004 - COUNTY RD 54 FROM COUNTY RD 55 STATE HWY 59 HW22001 - COUNTY RD 68 FROM ROSERUN RD TO COUNTY RD 68 EXT HW22003 - COUNTY 64 EXT FROM WATERWORLD RD TO COUNTY RD 112 HW22002 - COUNTY RD 68 EXT FROM COUNTY RD 68 TO STYX RIVER BRIDGE HW22006 - FEELY RD FROM COUNTY RD87 TO BREMAN RD HW22005 - BREMAN RD FROM FEELY RD TO US HWY 98 HW22007 - COUNTY RD 95 FROM US HWY 98 SOUTH TO EOM The estimated total tonnage of bituminous plant mix for Group 2RA is approximately 29,422 tons. Details concerning these roads and a map of their locations are included within the Contract Documents. The construction start date will be on or about May 1, 2022. If the Contractor wishes to begin work early, approval from Baldwin County must be obtained first. SIXTY (60) WORKING DAYS are allowed for the construction of Group 2RA/ BCR-2022-2RA A Working Day is defined as any calendar day from midnight to midnight, exclusive of Sundays and Legal Holidays, on which the Contractor could proceed with construction operations. Bad weather days may be considered non-working days at Baldwin County's discretion. This bid is intended to comply with the Rebuild Alabama Act, No. 2019-2, and the Code of Alabama, Title 39, Alabama Public Works Law. Bidders shall comply with the provisions of the Rebuild Alabama Act, No. 2019-2 and Title 39 of the Code of Alabama, Public Works Law regardless if the requirement is explicitly detailed in the bid proposal or not. Only bids from contractors and material suppliers listed on the Alabama Department of Transportation (ALDOT) approved list will be accepted. The contractor shall meet all Alabama Department of Transportation (ALDOT) Bonding and Licensing requirements, as well as all applicable laws, ordinances, and codes of the U.S. Government, the State of Alabama, any relevant municipality, and the COUNTY, and, specifically and without limitation, shall comply with all provisions of the Beason-Hammond Alabama Taxpayer and Citizen Protection Act, commonly referred to as the Immigration Act. All bids must be on blank forms provided in the Specifications and submitted in its entirety. A cashier's check drawn on an Alabama bank or a Bidder's Bond, payable to Baldwin County, Alabama, for an amount not less than five percent (5%) of the amount bid, but in no event more than fifty thousand dollars, shall be filed with the proposal. The bidder's bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. Group 2 and Group 2RA will be awarded to the lowest overall responsible bidder. It is the intent of the County to award both groups to one (1) bidder. A performance bond in the form and terms approved by the County in an amount not less than the contract price will be required at the signing of the contract. A labor and materials bond in the form and terms approved by the County in an amount not less than fifty percent (50%) of the contract price insuring payment for all labor and materials shall also be required at the signing of the contract. In addition, the Contractor must furnish to the County, at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities or irregularities and to furnish any item of material or work, and to change the amount of said contract. Liquidated damages for non-completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the contract. A Pre-Bid Conference will be held on February 8, 2022, at 2:00 PM, in the Baldwin County Purchasing Conference Room located at 257 Hand Avenue, Bay Minette, Alabama 36507. It would be in the best interest of the bidders to have a representative present at the pre-bid conference. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34 of the Code of Alabama (1975). In addition, non-residents of the State, if a corporation or any other entity, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama, if required by law. No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the County Commission of Baldwin County, Alabama. Two alternatives shall be available for this scope of work: Alternative 1: The Contractor will supply and place Baldwin County approved bituminous concrete mixture for roadways specified in the plan set. Alternative 2:* The Contractor will be responsible only for the laydown of the bituminous concrete mixture for roadways specified in the plan set.
