The City of Newark, Department of Water Sewer Utility, is soliciting through the Fair and Open Process in accordance with The New Jersey Local Unit Pay to Play Law N.J.S.A. 19:44A-20.4 et seq., Request for Qualifications (RFQ) for Professional Engineering Services for Engineering Analysis of High Hazzard Dams City of Newark NJ. The RFQ should be returned in a sealed envelope which bears the name of the proposer of the RFQ clearly marked RFQ for Professional Engineering Services for Engineering Analyses of High Hazzard Dams City of Newark NJ / Attention Mr. Kareem Adeem, Director. The City of Newark reserves the right to waive any and all formalities or altogether reject any RFQ as is in the best interest of the City. Awards made under the Fair and Open Process shall be made to those applicants whose qualification statement are most advantageous to the City of Newark. Factors include but are not limited to experience and/or reputation in field, knowledge of the agency and the subject matter to be addressed under the qualification statement and contract, compensation proposal and other factors if determined to be in the best interest of the City of Newark. Applicants are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. UNTIL FURTHER NOTICE, IN-PERSON ATTENDANCE AT RFQ OPENINGS IS PROHIBITED due to restrictions on public gatherings under the State of Emergency. We are not conducting in person RFQ openings. We encourage RFQ responses to be submitted via certified mail or overnight delivery to ensure timely receipt of responses. The City of Newark will conduct and broadcast the qualification statement opening in real time at the Water and Sewer Department. Applicants and the public have the option of remotely accessing and viewing the bid opening in real time through Zoom conference call with visual and audio capability. All awards are subject to Municipal Council Approval. The method of contractor selection has not been determined at this time.
