The Peel District School Board invites Request for Proposals from Proponents who would construct and operate an artificial surface track and field that would be used by the board during the school day and operated by the Proponent afterhours, weekends, and holiday periods in accordance with the bylaw requirements of the municipality. A Proponent must demonstrate the capacity and ability to supply, install and maintain an artificial sports field at a school location that will be selected by the Proponent with approval from the Board. All proposals will involve the board providing the land and all sports field improvements will be at no cost to the board. To select a private or public sector Proponent to supply, install, maintain, and operate an artificial sports field based on a practical and financially sound proposal and plan, at no cost to the Board. It is the preference of the Board to establish a relationship with a single entity that will be responsible for all aspects of the operations including: - site selection - all maintenance responsibilities - all other management activities necessary to maintain and provide a quality recreational facility - business plan confirming sufficient revenues to finance capital upgrades, improvements, and operating expenses, including maintenance, repair and replacement costs. - The Board will supply the land/site and securing appropriate approvals and permits. The Successful Proponent will supply and install the new Field, and provide management expertise in the operation of the sports field, at no cost to the Board. - The Proponent(s) will generate revenue from external users of the sports field during non-school hours, weekends and holiday periods. - Operation of the successful proposal will be administered through a Lease Agreement with which include an artificial turf sports field, running track, lighting structures (if applicable) and parking.
