Site work and paving for a mixed-use development in Mount Joy, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Project generally comprises construction of approximately 6,650 SY of roadway, 16 handicap ramps; installation of approximately 3,275 LF of storm sewer pipe of various sizes, 2 storm manholes, 25 storm inlets and restoration of areas disturbed by construction operations. The Work will be performed under one Contract as follows: General Construction. Questions will be accepted until 4:00 P.M., prevailing time, on Thursday, February 24, 2022. Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to the Borough of Mount Joy. All bid bonds shall be in the form included within the Bidding Documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the Project Manual, and evidence of all required insurance as set forth in the Project Manual, must be furnished by the successful Bidder at the time set forth in the Project Manual. The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid. Accordingly, instead of requiring any such proof, Owner and Contractor agree that as liquidated damages for delay (but not as a penalty) Contractor shall pay Owner $500.00 for each calendar day that expires after the time specified The anticipated start date is late May, 2022.
