SCOPE OF WORK The Scope of Work is expected to include, but not be limited to, the following 1. Project Outline An outline of the project workplan with a work schedule and the time to completion of each step (in days) from the notice to proceed date. 2. Acquire Necessary Data Sets Acquire the source datasets required to complete the project. This includes current and historic tree canopy data that will allow for tree canopy change mapping. 3. Determine and Analyze Current and Historic Tree Canopy in the Town Using current and historical data, determine Vienna's current tree canopy and analyze how the tree canopy has changed historically, using data from at least 10 years prior. 4. Analyze and Compare Tree Canopy within Areas of the Town Identify the areas in Town that have the most, and those that have the least, tree canopy by analyzing the tree canopy by Town quadrant (NE, NW, SE, SW), and by subdivision and neighborhood. Town staff will assist the Consultant regarding segmenting areas of the Town for this analysis. The goal of this task is to assist the Town in terms of where tree planting efforts should be focused. 5. Recommend Tree Planting Areas Provide a potential planting areas map, by tree size class (small, medium, large), to guide the Town as to where its planting efforts should be targeted. The goal of this task is to provide the Town with the information for implementation strategies to move forward with its planning efforts to combat canopy loss 6. Tree Canopy Goal Provide your best judgment regarding how much canopy the Town can gain on public property, and reasonably gain on private property. The goal of this task is to provide the Town with the number that should set and strive to achieve as a tree canopy goal. 7. Ecosystem Services Benefits Describe the ecosystem service benefits and environmental contribution of the tree canopy to the Town in terms of stormwater management, heat impact, and air quality. The goal should be to identify the impacts of tree loss and the benefits of increasing the Town's tree canopy with respect to these ecosystem services. 8. Report Describe and explain findings, conclusions, recommendations, benefits, and underlying data in a written report. The format for the report is to be determined by the Consultant but shall include, at a minimum, data for land cover metrics (to include land cover classes), canopy change analysis, environmental and geographic analysis, and prioritized planting locations. User-friendly graphics are preferred. The report should also include an infographic, fact sheet, or short summary of the report that can easily be shared with, and understood by, the public. The report shall initially be presented as a draft, and the Consultant shall respond to comments on the draft report as is appropriate. 9. Data It is also desirable that data from this analysis be provided digitally, in a format that can be utilized by data management software, such as Excel or FileMaker. The data should be easily extendable through appropriate API programming interface(s) to be compatible with multiple programs, such as mapping and data management. 10. Presentation Present, in person, an overview of the assessment and the key findings, conclusions, and recommendations to Vienna Town Council and interested citizens at a Town Council meeting. Use visual presentation with graphics and information. Respond to questions.
