Site work and renovation of a military facility in Virginia Beach, Virginia. Completed plans call for the renovation of a military facility.
General Description (from Attachment A Part 3): There are a total of 72 mooring cleats that will be removed and 68 will be replaced with new heavy-duty mooring cleats using the same attachment method and being of similar dimension. There are 12 painted steel cleats mounted to each pier curb on the east and west sides (6 per side) of each pier. The existing heavy-duty mooring cleats are approximately 24 inches and are attached with 1 inch by 40 inch long galvanized through bolts, 4 inch by 4 inch by 1/2 inch galvanized washer plate, and 1 inch galvanized hex nut. The 40 inch long galvanized through bolts are encased by pipe sleeves (1 1/8 inch galvanized) imbedded in the concrete. The painted steel cleats exhibit isolated areas of coating loss and slight-to-heavy corrosion. The corrosion is typically found around the anchorage pockets and overall weathering of the protective coating. The connection hardware typically exhibits moderate corrosion both above deck and below deck. 1. Remove existing mooring cleats (72) and replace mooring cleats (68) and connection hardware with new similarly sized heavy duty mooring cleats. The anchorage pockets must be properly filled after hardware replacement so that water does not pond in the pockets. Concrete curb spalling repairs should be expected at several cleat locations, refer to individual Pier repair summary below. These repairs may include saw cutting, adding rebar and dowels and new concrete placement. The expectation is to provide level sound surface for the new cleats to sit according to Cleat Manufacturers installation instructions; this may include additional minor repairs to concrete due to cracking under existing cleats or leveling as needed, grout, etc. If the concrete under the Pier is not in condition to appropriately anchor cleat due to concrete spalling contact the Contracting Officer and do not install cleat. The cleats at these locations will be removed and restricted from use. No repairs to concrete on the underside of any of the Pier's is a part of the project. *Prior to purchasing the new cleats and hardware, ensure all cleat replacement locations have the proper bearing surface below deck, as noted above, to properly install the new cleat. 2. Cleats shall be ASTM A27 grade 65-35 cast steel. 3. All thread anchors shall meet ASTM F1554-07A grade 55 with an ultimate strength of 55 ksi. 4. All hardware shall be hot dipped galvanized in accordance with ASTM A 123. 5. Cleats shall be painted yellow (to match existing) with the following paint system or approved alternative suitable for the intended application. A. Surface preparation: SSPC SP 10 "near white blast" B. Primer coat: 3.0 mils DFT utilizing a two-component, high solids, zing rich epoxy primer offering cathodic protection for local mechanical damage for steel with epoxy coating systems in severely corrosive environments. C. Mid coat: 9.0 mils DFT utilizing a two-component polyamide adduct cured, high solids, high build epoxy, intended for the protection of marine environments. D. Top coat: 1.0 mils DFT utilizing a two-component, high gloss acrylic polyurethane enamel, cured with aliphatic isocyante, intended for severely corrosive atmospheric environment. 6. Adequate controls shall be provided to capture and contain demolition debris. 7. All Painted surfaces on existing cleats shall be assumed to be lead containing. Dispose of cleats in accordance with Local Environmental Policy. EACH PIER IS ITEMIZED FOLLOWING THIS SUMMARY IN THE SPEC Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984), all work and options shall be completed within 365 calendar days after award. Estimated Price Range: In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range is between $250,000 and $500,000. Proposal Acceptance Period: Proposal acceptance period shall be 120 days from receipt of offers. RFI's are due Tuesday, February 15, 2022 by COB.
