Site work for a mixed-use development in West Burlington, Iowa. Completed plans call for site work for a playground / park / athletic field.

Bid Packages #1, #2, and #3 have previously bid and/or been awarded. This contract applies to Bid Package #4 only. Bid Package #4 - Track & Field. Generally, includes hot mix asphalt (HMA) paving, polyurethane surfacing for the high jump as well as the long/triple jumps, long/triple jump pit drainage and sand fill, concrete edging and concrete pads, installation of Owner provided field events infrastructure, and markings (as indicated). Consideration of the bids received and the award of contracts or other action may be made by the Board of Trustees of the Southeastern Community College upon the proposals received in accordance with the law and the plans and specifications at its regular meeting anticipated at 4:30 P.M. on February 14, 2022, in the Boardroom, located at 1500 W Agency Rd, West Burlington, Iowa 52655. Work on Bid Package 4 will commence on April 4, 2022 with substantial completion anticipated by June 23, 2022 and Final Completion anticipated by July 14, 2022. Bids must be a lump sum basis for multiple prime contracts as described in the specifications. Bidding Documents including Drawings, Project Manual, Addenda, List of Plan Holders, and ultimately Bid Tabulations will be available starting at January 19, 2022, 2:00 PM, through City Blue Technologies, 4653 44th Street, Rock Island, IL 61201, 309-277-3000 in digital download format or upon refundable deposit of $0.00 for each set of documents. City Blue Technologies requests Contractors order copies from their website prior to pickup. The freight cost for documents that are shipped is non-refundable, or a UPS Account number can be used in place of a check. Only one complete set of documents may be obtained per party. It is desired to reduce the number of printed sets. The Architect/Engineer invites Contractors to review the project details and digital documents to confirm their interest prior to requesting printed sets. Technical questions regarding interpretations of the bidding documents shall be directed via email to Russell Brissey of Klingner & Associates, P.C.at 319.752.3603; rbrissey@klingner.com, not City Blue Technologies. Each bid shall be made on a form furnished by the Architect/Engineer and shall be sealed in an envelope. The bid bond/bid security shall be five percent (5%) of the base bid and submitted in a separate envelope. The bidder's security shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the Board of Trustees of Southeastern Community College. The bid shall contain no condition except as provided in the specifications. Bid security shall be made payable to Southeastern Community College. The successful Bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond both in an amount equal to one hundred percent (100%) of the total amount payable by the terms of the Contract and in accordance with other requirements outlined in the Bid Documents. Performance and Payment Bonds will be required of the Contractor, within ten (10) days of the issuance of the "Notice of Intent to Award". Should the successful bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and the specifications regulating the award, the bidder's security may be retained as liquidated damages. No bidder may withdraw its bid for a period thirty (30) calendar days after the date and hour set for opening of bids. The Board of Trustees may make the contract award to the lowest responsive, responsible bidder meeting specifications. The right is reserved to reject any or all bids, or any part thereof, and to waive informalities as allowed by law, and to enter into such contract or contracts as shall be deemed in the best interests of Southeastern Community College. Additionally, the Board of Trustees reserves the right to reject any and all bids and to not proceed with the project. By virtue of statutory authority, a preference will be given to products and provisions grown and/or produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. All bidders must provide a statement regarding the bidder's resident status. This statement shall be on the Bidder Status Form designated by the Iowa Department of Labor Commissioner and available online. The statement must be signed by an authorized representative of the bidder. Failure by any bidder to provide a completed statement included in the envelope containing the bid security may result in the bid being deemed nonresponsive and rejected. The Project consists of work associated with the construction of a new practice track and soccer field located at the college's West Burlington, Iowa campus, at 1500 W Agency Rd. West Burlington, Iowa, 52655. The work includes but is not limited to the following bid packages: Bid Package #1 - Earthwork & Grading. To be provided by the Owner via donation. Bid Package #2 - Fill & Base Course. Generally, includes procurement of material and delivery to the site of the required fill and aggregate base course (as indicated). Bid Package #3 - Storm Sewer & Geotextile. Generally, includes procurement of material and delivery to the site of the required storm sewer and soil reinforcing components (as indicated). Bid Package #4 - Track & Field. Generally, includes hot mix asphalt (HMA) paving, polyurethane surfacing for the high jump as well as the long/triple jumps, long/triple jump pit drainage and sand fill, concrete edging and concrete pads, installation of Owner provided field events infrastructure, and markings (as indicated). Bid Packages #1, #2, and #3 have previously bid and/or been awarded. This contract applies to Bid Package #4 only.
