The Town of Enfield Department of Public Works (DPW) is seeking an interested and qualified Connecticut licensed professional architectural and engineering firm (Consultant) for the design; environmental testing;specification writing; grant application through the Office of School Construction Grants (OSCG); and project management. The DPW expects to enter into a service agreement with a firm for the duration of the School Facilities scope of the ROOFS 2021 referendum project. The Town of Enfield voters approved a $13.7 million dollar roof referendum that included (7) seven facilities, of which (4) four are elementary schools, for roof replacements. The referendum included designing the roof and facility to be solar ready for photovoltaic panels (PV). These school facilities are tentatively scheduled for replacement in a manner which makes the roofs eligible for grant funding through the OSCG. DPW conducted a roof analysis of these school facilities in the fall of 2019. The results of the findings indicate the roofs are at the end of their functional life and replacement is the only practical solution. These (4) four schools comprise approximately 231,000 square feet of roof area targeted for replacement over a multi-year period. These roofs include Edgar Parkman, H.B. Stowe, Prudence Crandall, and Enfield Street School. Consulting firms will be evaluated and selected based on technical competence; the capacity to perform work within the time allotted; past record of performance; and knowledge of Federal, State and Town procedures, appropriately weighted in descending order of importance. The selected consulting firm should be able to respond to the Town on a rapid basis. The selected firm must meet all Town, State and Federal affirmative action and equal employment opportunity requirements. The Town of Enfield reserves the right to accept or reject any, all, or any part of the responses, to waive formalities or informalities, and to make awards that are deemed to be in the best interest of the Town. The method of contractor selection has not been determined at this time.
