This is a Request for Proposal ("RFP") issued by the Great Lakes Water Authority ("Owner" or "GLWA") seeking proposals from experienced and qualified vendors for the structural assessment of designated facilities at Owner's Water Resource Recovery Facility ("WRRF"), including the design of necessary repairs and completion of such repairs as authorized by Owner (hereinafter referred to as the "Project"). All provisions of this RFP and the successful proposal, as may be mutually agreed upon by subsequent negotiation, provide the specifications for the Project and the obligations of both parties, to be executed by each party's duly authorized representative(s) (hereinafter referred to as the "Agreement" and attached as Attachment D). This RFP and the successful proposal shall constitute the fundamental outline of the awarded Agreement. Capitalized terms in this RFP, if not otherwise defined herein, shall have the meaning ascribed in Exhibit G, Glossary, of the Agreement. All questions and inquiries shall be due by: Questions Due Date: Feb 25th 2022, 12:00 PM EST The WRRF operates continuously to provide primary and secondary treatment of wastewater, serving the city of Detroit and 76 other communities within a service area of more than 946 square miles. The WRRF is the largest single-site wastewater treatment facility in the United States with a primary treatment capacity of 1,700 MGD. Among other facilities, the WRRF includes eighteen (18) primary clarifiers, twenty-five (25) circular secondary clarifiers, six (6) primary sludge thickeners ("Complex A"), six (6) secondary sludge thickeners ("Complex B"), six (6) sludge storage tanks (Complex A), four (4) covered aeration decks, a chlorination facility for effluent disinfection, a dechlorination facility, and an administration building combining older and newer administrative facilities. In order to extend the life of the WRRF facilities, assure the safety of Owner's personnel working at these locations, and increase operational reliability, Owner is initiating a long-term structural repair Project. The Project will start with a full structural needs assessment of specified facilities, inclusive of a three (3)-year program of implementing the highest priority repairs in successive order. Owner seeks to engage Contractor to (1) perform a complete structural assessment of designated facilities at the WRRF, (2) prepare necessary designs, and (3) complete the repairs as authorized by Owner. Specifically, Contractor shall perform a complete structural assessment of the following facilities as further described in the Specifications: 1. Primary Clarifiers No. 17 and 18; 2. Aeration Facility Tanks No. 1 through 4; 3. Complex A Thickener Tanks No. 1 through 6; 4. Complex A Sludge Storage Tanks No. 1 through 6; 5. Complex B Gravity Thickener Tanks No. 9 through 14; 6. Secondary Clarifier B-houses No. 4, 9, 17, 23 and 30; 7. Administration Building (Old and New); and 8. Chlorination and Dechlorination Buildings. Liquidated Damages Substantial Completion Amount Per Day = $1,000.00 Final Completion Amount Per Day = $500.00 The method of contractor selection has not been determined at this time.
