Single Point of Contact Jamie Gott -Purchasing Agent jamie.gott@state.co.us Questions Due February 4, 2022 by noon SCOPE OF WORK: Provide labor, equipment and materials to demo and remove five rack driven Walk-In Freezer evaporator units and line sets. Demo and remove existing rack refrigeration system. Install (four) new water cooled split system refrigeration systems and (one) air cooled split refrigeration system to replace rack system. Each system is to include new condensing unit, new evaporator unit, and new refrigerant line set. The following scope of work is provided so that prospective bidders may determine whether to submit a quote in response to this solicitation. The scope is not necessarily definitive or comprehensive. Responding to this solicitation will required a mandatory site visit walk through and inspection by the bidder, in order for the bidder to furnish its own proposed scope of work. The contractor shall be responsible for the following: o Keeping the majority of the walk in freezer boxes on line and operating while other work is done. No more than one to two boxes down at one time for three days or less. o All outage will be scheduled with DFM outage form and approved by DFM. o Contractor will provide MOP. o System sizing, design, and equipment selection. Equipment selection will be accompanied by load calculations showing the adequacy of the selected equipment and its ability to handle the refrigeration load. Selection to be reviewed and approved by DFM prior to ordering equipment. o Four units will have individual water cooled condensers integrated into the condensing unit and be located in building SMH117 basement mechanical room. o Furnish and install heavy duty racking system for water cooled condensing units in mechanical room to stack units vertically and allow clearance for servicing or condensing unit will be mounted and secured on a 3ft tall heavy duty rack system. Equipment will be accessible for services. o One unit will have an individual air cooled condensing unit located outdoors. Unit will be equipped with low ambient controls to operate in winter weather. Condensing unit will be mounted and secured on a 3ft tall heavy duty rack. Equipment will be accessible for services. Equipment fencing with a lockable 3ft wide gate to be installed on the east side of Building SMH117. Connect the new section of fencing to existing building structure and fencing by building SMH118. DFM to determine unit location. o Water cooled units will be equipped with condenser water regulating head pressure activated water valves. o Water isolation valves, strainer and flexible connectors on each unit. o Furnish and install new evaporator units and condensing units with new Thermostatic expansion valve, Liquid line solenoid valve, Crank case heater, High/low pressure safety, Digital defrost timer and Digital thermostat. (all conventional standalone units) o Freezer units will be equipped with pump down and defrost cycle. o Adapt to existing condensate drain line o New heat tape and insulation on Freezer drain lines o Recover refrigerant from existing rack unit and dispose per EPA regulations. o Demo, remove and dispose all existing line sets, evaporator units and freezer rack system. o Demo existing water piping connections and cap existing water lines where existing rack unit was removed. o Install all new refrigerant line sets with new copper pipe, fittings, and insulation. Installation of all piping will conform to the requirements set forth in the international mechanical code. All refrigeration connections will be brazed connection per industry standard to included purge nitrogen while brazing. Use proper material when connecting different metals. o Install new refrigerant leak detection system in basement mechanical room where new condensing units are installed. Refrigerant leak detection alarms will be tie in with alarms point to existing Siemens Building Automation System. o Contractor to design, furnish, and install condenser water piping system to include all associated piping such as tee, isolation valves, strainers, balancing valves, insulation and piping supports. o Contractor is responsible for core drilling and patching all penetration from new and removal of piping and equipment to all associated work performed. o Utilize nearby chilled water return as source of refrigerant condenser water. o Design condenser water chilled water system to maintain condenser water inlet temperature between 60 and 70 degrees at all times. o Any and all circulators pumps will have redundant backup and be configured for lead / lag operation. If one pump fails, the other will automatically take over. o Provide shop drawings of condenser water system for owner's approval before installation. Include written sequence of operation. o Insulate new chilled water lines. o Insulate new refrigerant suction lines from evaporator to compressor. o Install valves and supply for city water backup, backflow prevention and drain system. o Configure city water backup so that water only flows when units are running and only as much as needed. o Provide written instructions on how to switch system from chilled water to City water backup. o Charge each unit with new virgin refrigerant. o Leak test and evacuate each unit per EPA regulations. o System startup, commissioning, and checkout. o Work site will be kept clean daily and completion of project. o Provide owner training on system operation and maintenance procedure. o Provide written warranty document. o Owner as the first right of refusal on all remove equipment. o Submittals are required on all material to be use on this project. o Job site will be kept in a clean and clear of debris at all times. o Work to be done by qualified personal. Electrical Scope: 1. Furnish and install 5 new 3 phase breakers in panel MDP in electrical room B# 117 (Sizes to be determined by equipment provided by Mech. Contractor) 2. Provide and install conduit and wire as needed to new equipment in freezer mech. Room to included fused disconnects for each unit and fused to equipment(4 units). 3. Provide and install all necessary conduit wire to connect power from the disconnect to the compressors. 4. Demo old lighting and provide and install 4 new LED vapor tight strips to be controlled by new switch in existing location in new freezer mech. Room. 5. Provide 2 GFCI receptacles in freezer mech. room on a dedicated circuit. 6. Provide and install conduit and wire to new evaporators with new disconnecting means in rain tight enclosures (5). 7. Provide all necessary power and connections for heat tape in freezers (5). 8. Provide and install rain tight fused disconnect and connection to standalone unit . 9. Install new GFCI receptacle weatherproof within 25 ft. of standalone unit. 10. Demo all electrical equipment not use back to panel. Furnish and install hole closer where needed. Patch and repair any damage left after equipment is removed. 11. Label new circuits in existing panels to match existing labeling. 12. All work to be done by a licensed electrical contractor. 13. All work to be in accordance with the NEC 2020 14. A state electrical permit is required for all electrical work. 15. Outage will be scheduled by using DFM outage form and a MOP of the outage. 16. Owner as the first right of refusal on all remove equipment. 17. Job site will be kept in a clean and clear of debris at all times. 18. Submittals are required on all material to be use on this project.
