Owner reserves the right to reject any or all Bids, including without limitation the right to reject any or all nonconforming, non-responsive, incomplete, unbalanced, or conditional Bids, to waive informalities, and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of Owner. Owner also reserves the right to negotiate with the apparent qualified Bidder(s) to such an extent as may be determined by Owner. Evaluation of Bids and the awarding of a final contract are subject to the reciprocal preference for Kentucky resident bidders pursuant to KRS 45A490 to 45A.494 and (KAR 200 5:400). There will be a charge of $15.00 to submit a bid. Plan-holders will receive addenda and other proposal document updates via Quest CDN. Prospective bidders must be on the plan holders list through Quest CDN for a bid to be accepted The Contract proposed to be awarded will cover orders placed during the period of April 1, 2022 through December 31, 2022 with the option to extend such period for up to two additional one year periods upon mutual agreement of the Bidder and Owner
