The Base Bid WORK must be substantially complete by June 30, 2022. If the alternate bid item is accepted and executed by the OWNER, the installation of the equipment related to the alternate bid item must be complete by November 30, 2022. Completion of all work shall be by December 31, 2022. The Work includes installation of a mixer and ventilation unit within the existing Ayersville Elevated Water Tank, including the associated controls at the base of the tank. In addition, the WORK includes the replacement of a control valve within the District's distribution system pump station that connects to the City of Defiance water system. The Engineer Opinion of Probable Construction cost for the project, including allowance and alternative bid item, is $186,000.00. SITE OF WORK: The elevated tank is located at the southwest corner of the parking lot of the Ayersville Local School at 28046 Watson Rd, Defiance, OH 43512. The elevated tank is approximately 1/4-mile south of the intersection of Watson Road and Highland Center Road. The pump station located adjacent to the property at 26618 Ayersville Pleasant Bend Rd, Defiance, OH 43512. Potential bidders will be provided a pre-screening form when scheduling to pick up documents. Prior to arriving to pick up the documents the form will be required to be signed stating that no person(s) have a fever or any other symptoms of COVID-19 before entrance to the office is authorized. The scale of the reduced Drawings is one-half of the original scale. Full scale Drawings may be purchased at reproduction cost from Stantec. BID Each Bid shall be accompanied by a certified or cashier check or letter of credit revocable only at the option of the OWNER and which shall be made payable to the OWNER or a Bond (which meets the requirements set forth below) as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered for award unless one of the forms of Bidder security is enclosed with it. All Bid guarantees and the obligations of the Bidder and its guarantor/surety shall be subject to the provisions of Ohio Revised Code Section 153.54. A Bid guaranty offered in the form of a Bond shall substantially conform to the requirements of the Bid Guaranty and Contract Bond as set forth in ORC Section 153.571 and shall have a penal amount not less than the Total Bid Price. The Bond shall be executed by a surety licensed in the State of Ohio and the Bond shall be accompanied by a certificate of compliance issued by the Ohio Department of Insurance. The surety executing the Bond must also be named in the current list of Companies Holding Certificates as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U. S. Treasury Department. All Bonds signed by an agent must be accompanied by a certified copy of such agent's authority to act. A Bid guaranty in the form of a certified check, cashier check, or letter of credit revocable only at the option of the OWNER shall be in an amount not less than 10 percent of the Total Bid Price. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 60 Days from the date of Bid opening. FEDERAL PREVAILING WAGE RATE DETERMINATION: In accordance with the provisions of Water Supply Revolving Loan Account (WSRLA) Program the prevailing wage defined by the Davis-Bacon Act will be followed for the WORK that is to be performed. The CONTRACTOR, its Subcontractors, and other persons about or upon the WORK shall pay each laborer, workman, or mechanic at a rate not less that the prevailing rate of wages.
