Demolition, site work, paving and new construction of a mixed-use development in Redding, California. Working plans call for the construction of a 5,000-square-foot, two-story above grade military facility; 34,658-square-foot, one-story above grade military facility; for site work for a military facility; for the demolition of a military facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates solicitation of a requirement for design-build (DB) construction services in support of United States Forest Service (USFS) missions at the Redding Municipal Airport in Redding, California. The project is anticipated to include design and construction of a 34,658 square foot (SF) single story storage bay hangar with support spaces, and a two-story 5,000 SF footprint area administrative building, adjacent to the Redding Municipal Airport flight line, demolition of one (1) existing pre-engineered "Butler Building", site improvements, and construction of a new parking lot. The anticipated project may include two (2) optional aspects of work: Option 1, for construction of a new aircraft port at the location of the demolished "Butler Building" and Option 2, to provide an additional Value Engineering Study after the sixty-five percent (65%) design submittal. As the work will be required adjacent to an active airfield, stringent compliance with Federal Airline Administration (FAA) regulations and construction methods are required. The Government anticipates all project design and construction can be completed within seven-hundred-thirty (730) calendar days from Notice to Proceed. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(ii) the magnitude of construction is estimated to be between $25,000,000 and $100,000,000. The Government intends to solicit a Request for Proposals (RFP) that will result in award of a firm-fixed-price contract. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39,500,000.00 annual revenue. The Product Service Code (PSC) is anticipated to be Y1BZ - Construction of Other Airfield Structures. The solicitation is anticipated to be issued unrestricted, utilizing full and open competition, through the Governmentwide Point of Entry (www.SAM.gov) in December 2022. Phase 1 proposals are tentatively anticipated to be due in January 2022. Phase 2 proposals are tentatively anticipated to be due in February or March of 2022. It is currently anticipated that the Government will conduct a pre-proposal conference and/or site visit in January or February 2023; specific date, time, location, and access requirements will be identified in the solicitation. Please DO NOT request an updated schedule if the estimated dates are surpassed; the Government will release all information publicly on SAM.gov when available, and requests for an updated posting schedule may be ignored. Please DO NOT request a copy of the solicitation, or draft plans and specifications, as it is / they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a bid / proposal / quote that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time. All prospective Offerors and their Subcontractors must be registered in the System for Award Management (SAM - www.SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website to be able to download solicitation information. Solicitation documents, plans, and specifications will only be available to be download from PIEE, which may be accessed at https://wawf.eb.mil OR https://piee.eb.mil OR https://piee.eb.mil/xhtml/unauth/home/login.xhtml. PIEE registration should be completed one (1) week prior to the anticipated solicitation release date. USACE will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments. See attachments "PIEE Solicitation Module Vendor Access Instructions", "SOP PIEE Proposal Manager Offeror", and "SOP PIEE Posting Offer" for instructions on getting access to the PIEE Solicitation Module and submitting Offeror proposals. Copies of the solicitation and the solicited plans and specifications will be made available for inspection without charge after the solicitation is released, when accessed through PIEE. This acquisition is anticipated to be subject to Free Trade Agreements, World Trade Organization Government Procurement Agreement, Buy American - Construction Materials under Trade Agreements Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements. The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov; Contractors are responsible for identifying their entity as an interested vendor and contacting other interested vendors. USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this Notice. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
