The deadline for filing a complaint with the Order Giver under the Complaints Management Procedure is 07 FEBRUARY 2022. Eligibility To be admitted to tender, a Bidder: a) must not, at the time of filing his Bid, be registered in the register of enterprises ineligible for public contracts (RENA) or, if he is registered there, be in a period of ineligibility; b) must have, in Quebec or in a territory covered by an applicable Intergovernmental Agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal business hours; c) must, when required under the Authorization to contract clause of the Régie, hold such authorization issued by the Autorité des marchés publics (AMP) at the time of filing his Bid; d) having an establishment in Québec, must hold, at the time of filing his Bid, a valid certificate from Revenu Québec and not having been issued after the deadline date and time for receipt of Bids; e) must have produced with his Bid, a certificate of conformity issued by the Commission for Standards, Equity, Health and Safety at Work (CNESST); f) must have produced with his Submission the Integrity Certificate form duly completed and signed; (g) must possess the necessary qualifications, authorizations, permits, licenses, registrations, accreditations and certificates; h) must comply, where applicable, with any other eligibility condition indicated in the Contract Documents. Compliance A Submission is automatically rejected for any of the following reasons: a) if the Tender is not presented at the place provided, on the date and at the time fixed for the receipt of Tenders; b) if the Bid is not written in French; c) if the document relating to the price submitted (i.e. appendix 2.00 Price Schedule) is missing or, in the case of a Bid transmitted on paper, if a required signature of an authorized person on the document relating to the submitted price is absent; d) if the Price Schedule form (appendix 2.00) is not the one sent by the PRINCIPAL or does not contain the same provisions; e) if the Services offered do not meet the technical specifications required in the Bidding Documents; (f) whether the Bid is conditional or restrictive; g) if the BIDDER submits several Bids within the framework of the Call for Bids; h) if any other compliance condition indicated in the Bidding Documents as resulting in the automatic rejection of a Bid is not respected. Bid guarantee The TENDERER must attach to its offer the original of a tender security in the form of a tender bond, certified cheque, money order, bank draft or irrevocable letter of guarantee representing at least TEN PER CENT (10% ) of the total amount of the bid before tax(s). This guarantee must be valid for the entire validity period of the Submission. Performance 10% is required.
