Site work and paving for a mixed-use development in Gurnee, Illinois. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

As of June 12, 2024, construction documents are complete. Utilities are currently being relocated. Construction is anticipated to begin in summer 2024. STATE OF ILLINOIS LAKE COUNTY DIVISION OF TRANSPORTATION 600 W. WINCHESTER ROAD LIBERTYVILLE, ILLINOIS Notice is hereby given that Statements of Interest, SOI, are requested together with Statements of Qualifications, SOQ, for furnishing professional civil engineering services on the following projects. SOI/SOQ 1. Section No. 13-00107-09-CH: Phase III construction engineering for the Darrell Road at Neville Road/ Case Road roundabout improvements near Island Lake, Illinois. This 1.0 mile project involves asphalt pavement reconstruction under an intersection closure and detour. Features include full depth hot-mix asphalt, HMA, pavement, HMA widening and resurfacing, new street lighting, bikepath and sidewalk. Major work to inspect includes earthwork, storm sewers, HMA paving, concrete items, landscaping, electrical and utility coordination. This project will be administered by LCDOT using IDOT and local procedures. A Designated Erosion Control Inspector, DECI, will need to be part of the project staff. Asphalt and concrete QA will be covered by LCDOT staff, but soils may require a sub-consultant. Construction layout will be by the contractor. Coordination with village, township, residents and local businesses will be needed for their facilities and general job progress as well as with IDOT for the detour. Coordination will be necessary with relocating utility companies. Communication with stakeholders over this one season project will be done through development of a project website and a pre-construction open house meeting that will likely need to be virtual. Upon successful progress, there may be an option to perform Phase III construction engineering on a similar future project for Darrell Road at Dowell Road and at Fisher Road roundabout improvements. 2. Section No. 10-00279-01-CH: Phase III construction engineering for the Illinois Route 59 at Grand Avenue/Washington Street intersection improvements in Fox Lake, Illinois. This 1.37-mile project involves staged asphalt pavement reconstruction and widening to provide through lanes, left turns on three legs and right turn on one of the legs at Grand as well as a new intersection with Washington Street/Grant High School Access to provide through lanes, left turn lanes and right turn on one of the legs. Features include full depth hot-mix asphalt, HMA, pavement, HMA widening and resurfacing, block retaining wall, new traffic signals, lighting, multi-use path and sidewalk. Major work to inspect includes earthwork, storm sewers, HMA paving, concrete items, landscaping, electrical and utility coordination. This project will be administered by LCDOT using IDOT and local procedures. A Designated Erosion Control Inspector, DECI, will need to be part of the project staff. Asphalt and concrete QA will be covered by LCDOT staff, but soils may require a sub-consultant. Construction layout will be by the contractor. Coordination with IDOT, village, school, residents and local businesses will be needed for their facilities and general job progress. Coordination will be necessary with relocating utility companies. Communication with stakeholders over this one season plus a following spring project will be done through development of a project website and a pre-construction open house meeting that will likely need to be virtual. 3. Section No. 17-00095-19-CH: Phase III construction engineering for the Hunt Club Road at Washington Street improvements in Gurnee, Illinois. This 2.26-mile project involves staged asphalt pavement widening and overlay to provide two through lanes, dual left turns and right turns on all legs. Features include hot-mix asphalt, HMA, widening and resurfacing, retaining wall, new traffic signal, bikepath and sidewalk. Major work to inspect includes earthwork, non-special waste disposal, storm sewers, HMA paving, concrete items, landscaping, electrical and utility coordination. This project will be administered by LCDOT using IDOT and local procedures. A Designated Erosion Control Inspector, DECI will need to be part of the project staff. Asphalt and concrete QA will be covered by LCDOT staff, but soils may require a sub-consultant. Construction layout will be by the contractor. Coordination with the village, township, residents and local businesses will be needed for their facilities and general job progress. Coordination will be necessary with relocating utility companies. Communication with stakeholders over this one season plus a following spring project will be done through development of a project website and a pre-construction open house meeting that will likely need to be virtual. 4. Section No. 22-00999-86-ES: This project involves the development of a feasibility study to evaluate potential grade separations of the Canadian National Railroad at Peterson Road and Monaville Road. The purpose of the study is to determine if a grade separation is possible at these locations by analyzing potential impacts to surrounding property and environmental resources, improvements needed to adjacent intersections and roadways based on future traffic demands, project costs, utility conflicts, non-motorized travel and constructability. The goal of the study is to evaluate feasibility and recommend the most appropriate improvement at each location. This study will be funded with local funds. 5. Section No. 18-00082-10-ES: Preparation of Phase I preliminary engineering study, and an option to perform Phase II design engineering, in accordance with the Illinois Department of Transportation's Bureau of Local Roads & Streets Policies & Procedures for improvements along Lewis Avenue from Illinois Route 137, Buckley Road on the south to Illinois Route 120, Belvidere Road on the north. The project objectives are to reconstruct the existing pavement that is nearing the end of its useful life, increase roadway safety, enhance non-motorized travel and effectively satisfy projected travel demands. The Phase I work will build upon the Feasibility Study that was completed in June 2021 and shall include an investigation of intersection traffic controls including roundabout analysis, appropriate number of travel lanes and roadway cross section. The work will produce a Project Development Report that includes field surveys; horizontal and vertical alignments; alternatives analysis; intersection design studies; evaluation of potential impacts to adjacent properties and environmental resources; existing and proposed drainage studies including identification of detention requirements; flood plain determination; wetland delineation; soils investigation, potential construction staging plan; public involvement; and environmental assessments, PESA and PSI. Coordination with local communities, utility companies, public transportation agencies, and permitting agencies will be part of the work. Although the project will initially be funded with local funds, the work shall be developed to be eligible for possible federal funding for construction. Respondents shall include in their SOI a prioritized listing of the above Phase III projects, items 1, 2 and 3 as well as the Feasibility and Phase I studies, items 4 and 5 which are best suited to the capabilities and qualifications of their firm. The SOI shall be accompanied by a brief description of why the particular project were chosen. The SOQ should be concise and directly related to the project, including identification of the proposed project team as well as similar projects or studies that have been complete with comparable scope of work. A current IDOT prequalification listing shall be included with the submittal. The SOI shall be limited to 1 page and the SOQ shall be limited to 3 pages per project. A minimum of three firms will be selected as the most qualified from their SOI/SOQ submittal to make a presentation to the selection committee likely via Teams or Zoom. The basis of evaluation for projects 1, 2 & 3 will all be 20% technical approach, 10% firm experience, 10% specialized expertise, 20% staff capabilities, prime/sub, 10% workload capacity, 20% past performance and 10% local presence and for projects 4 & 5 will be 25% technical approach, 15% firm experience, 10% specialized expertise, 15% staff capabilities, prime/sub, 15% workload capacity, 10% past performance and 10% public outreach experience. The County, in accordance with the laws of the State of Illinois, hereby notifies all firms expressing statements of interest that it will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded without discrimination on the grounds of race, color or national origin.
