Westchester County is interested in retaining a security consultant to conduct a comprehensive study for Security System Upgrades at the Norwood E. Jackson Correctional Facility, Valhalla Campus at Grasslands, Valhalla, New York and White Plains Courthouse and Transportation Area. The Security Systems to be reviewed include, but are not limited to, building access controls, video surveillance, alarm, fire detection, intrusion detection and PLC systems. This Request for Proposals (RFP) is intended to help the County select a qualified and experienced security consultant. In accordance with Westchester County goals, the proposer shall make documented good faith efforts to utilize at least 20% of the dollar value of the Consultant Agreement to Minority Business Enterprises (MBE) or to Women's Business Enterprises (WBE). The scope of work for this project isto undertake a comprehensive study forsecurity system upgrades at the Norwood E. Jackson Correctional Facility, Valhalla Campus at Grasslands, Valhalla, New York. The Facility has a capacity of 1,800 inmates and is operated by the Westchester County Department of Correction ("DOC"). The DOC is comprised of multiple divisions including: Administration including the Training Unit, Penitentiary, Jail, Women's Correctional Unit, and County Courthouse including the Transportation Unit. The DOC is looking to update and expand its existing security system and associated infrastructure. Recommendations should be made for hardware, software, peripherals, wiring and any other necessary requirements for implementing systems meeting industry standards. Installation of security system upgrades will consist of multiple phases as required to maintain County departmental operations during construction. All systems being upgraded or replaced will need to work seamlessly with or side by side with current systems to ensure a smooth transition with no loss of current operations or functionality
