Site work, paving and outdoor lighting for a mixed-use development in Ainsworth, Nebraska. Design plans call for site work for a road / highway; sidewalk / parking lot; for paving for a road / highway; for outdoor lighting for a sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

As of June 23, 2022, a design engineer has been selected. No firm timeline has been established for the construction. *The previous solicitation is listed below for reference The City of Ainsworth, Nebraska is soliciting qualifications for an engineering firm for water, wastewater, lighting and other Main Street improvements as named in the Facility Plan Reports, and preliminary studies which includes: 1.Water main removal and replacement; 2.Potential replacement of lead service lines and curb stops; 3.Sewer main removal and replacement; 4.Asphalt removal and replacement; 5.Street Lighting improvements; 6.Sidewalk improvements; 7.Landscaping and other potential site furnishings This Main Street improvement project will take place in conjunction with the Nebraska Department of Transportation s (NDOT) Highway 7 project, where Highway 7 is also the City of Ainsworth s Main Street and downtown business district. Therefore, the City of Ainsworth and selected engineering firm will work hand-in-hand with NDOT throughout the design, bid and construction phases. Potential funding sources for this project could include Nebraska Clean Water State Revolving Loan Fund, Nebraska Drinking Water State Revolving Loan Fund, USDA Water and Waste Disposal Loan & Grant Program and the Nebraska Department of Economic Development Community Development Block Grant Program. The selected firm will be responsible for the following: 1.The consultant selected shall provide normal and customary professional services for the projects which may include but are not limited to: a.Engineering design b.Preparation of Construction/bid documents and estimate c.Permit application(s) d.Oversight of construction project(s), including materials testing if necessary e.Contract administration, construction management and inspection, if required by the City f.Attendance at City Council, public hearings, and other meetings as required 2.All the above shall be in conformance with City, State and Federal requirements 3.Meetings will be held with representatives from the City and other interested parties at appropriate times to discuss progress and issues. 4.Submit plan and estimate review sets at preliminary plans (30%); functional plans (60%); and PS&E (90%). 5.Complete final design drawings, technical specifications, special provisions, estimates, and contract documents for bidding and construction of the projects and meet with the NDOT and City project team to present and review the final design documents. 6.Prepare all applications for required federal, state or local permits for construction and ensure all data is sufficient for achieving such permits. 7.Submit completed design documents to local regulatory agencies as required and assist City in obtaining approval for improvements from such agencies. 8.Assist City in coordinating bids for construction with NDOT, including: coordinating and attending pre-bid meetings, when required; answering all technical questions from prospective bidders; preparing bid addenda as required. 9.Submit printed copies and computerized file copy of as-built plans and construction contract documents. 10.Submit printed copies and computerized file copy of updated infrastructure maps following project completion. 11.Work with City-selected General Administrator for programs identified by the City, including Community Development Block Grant program. Submittal Submittals must include a letter of interest, and all required information as requested below. In order to facilitate review of the Request for Qualifications (RFQ) by the Consultant Selection Committee, the following information must be included: 1.Listing of members of the Project Team. This discussion should include the primary areas of responsibility of each member, qualifications, and related experience. 2.A discussion of similar projects completed by members of the Project Team within the last five years. Please include references for each of the projects completed. 3.A brief discussion of project understanding and proposed approach to the project. 4.A project schedule outlining the time frame and an estimated completion date of the major tasks. NDOT has requested information from the City to include in their Highway 7 build plans by June of 2022. Highway 7 construction by NDOT is slated for 2024. Price is not a selection factor and is not to be included in the firm s submittal. Interviews will not be conducted. An hourly not to exceed rate contract will be negotiated after a consultant has been selected. Scoring Criteria Proposals will be reviewed, evaluated, and ranked (e.g.: 1, 2, 3) in accordance with the City s selection process and procedure. 1.Qualifications of key personnel (20 points) 2.Past performance on similar projects (20 points) 3.Familiarity with the City of Ainsworth (25 points) 4.Clarity, conciseness, and organization of proposal (10 points) 5.Approach to the project (15 points) 6.Resources of the firm to conduct and complete this project in a satisfactory manner (10 points). Proposals must remain firm for sixty (60) days from the proposal due date. At its sole discretion, the City of Ainsworth reserves the right to reject any or all proposals and to select the proposal with the highest scoring criteria. The method of contractor selection has not been determined at this time.
