Reference number : 1564721 Deadline for receipt of complaints: 2022-02-11 Submission sent electronically accepted: Yes, in a single submission document SUMMARY DESCRIPTION The Ecole de technologie superieure having its head office at 1100 Notre-Dame Street West, Montreal (hereinafter "Owner"), wishes to proceed with the qualification of structural engineering service providers in order to compile a list of qualified service providers for its construction projects (renovation and development), its asset maintenance projects and certain projects requiring specific expertise, and this, in buildings in operation for which the maximum value of the work is two million dollars $2,000,000, before applicable taxes. Engineering services also include studies and activities taking place at the pre- project stage, such as feasibility studies or any other study. DURATION OF VALIDITY OF QUALIFICATION The qualification of Qualified Service Providers will be valid for a period of three (3) years. Comprehensive Economic and Trade Agreement between Canada and the European Union REQUEST FOR INFORMATION CONCERNING THE NOTICE OF QUALIFICATION All requests for information concerning the notice of qualification must be directed exclusively in writing, by e-mail or by fax, to the attention of: Janique Chevrefils Procurement Agent Ecole de technologie superieure Fax : 514-396-8821 tenders@etsmtl.ca Failure by the Tenderer to comply with the procedure provided for requesting information may result in the rejection of its Submission. No verbal information is binding on the Owner and may be construed as modifying the Qualification Notice Documents. If the Bidder must send his Bid on paper, he must make an appointment to come and submit his Bid. Appointments for the transmission of a Paper Submission can be obtained by writing to: submissions@etsmtl.ca no later than 72 hours before the deadline date and time set for the receipt of Submissions. Bidders should note that appointments will be given on limited time slots. Fax or e-mail are not acceptable methods of transmission. Any Submission that does not comply with the conditions set out above will be automatically rejected. Subject to what is provided for in the last paragraph of the Conditions of Compliance clause, the Owner will reject any Submission that is not received no later than the date and time mentioned above for the presentation of Submissions. In addition, the Owner is not responsible for the delays inherent in the electronic transmission of Submissions via site or the internal transmission of any mailing in paper form that is not received directly at the Procurement Service. CONDITIONS OF ELIGIBILITY The failure of a Bidder to respect one or the other of the conditions of admissibility described in this notice of qualification renders him ineligible for the presentation of a Bid. To this end, the Bidder: and its employees must have the necessary qualifications, authorizations, permits, licenses, registrations, certificates, accreditations and certificates ; o must only present in section 4.4.2 project managers who are members in good standing of the Ordre des ingenieurs du Quebec. o must have requested, completed and signed the Qualification Notice Documents in his name only, as indicated in article 1.10; o must hold the Attestation de Revenu Quebec, as described in section 1.14; o and its directors must not have taken one or more actions described in the Form certificate relating to the probity of the Tenderer (Annex B). The Bidder must sign a declaration to this effect, as specified in Article 1.15; o must hold general liability insurance as well as professional liability insurance for a minimum value of two million dollars ($2,000,000 ) per occurrence in each case or provide a letter of commitment issued by an insurance company. insurance stating that if the Contract is granted, it will issue insurance coverage for this amount. This letter of commitment must be valid for a period of sixty (60) days from the deadline for receipt of Bids; o must have in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal office hours; o must not be registered in the register of enterprises ineligible for public contracts (RENA) or, if he is registered there, his period of ineligibility for public contracts has ended, as detailed in article 1.11; o must be a legal person under private law, a general, limited or joint partnership or a sole proprietorship; o must meet any other eligibility requirements set out in the Qualification Notice Documents. CONDITIONS OF COMPLIANCE Any Submission containing one of the following non-conformities will be deemed non-compliant and will be automatically rejected: non-compliance with the date and time limits set for the receipt of Submissions; o Form 1 was not used to submit the Bid, as required in section 1.9; o the Form 1 has not been signed by an authorized person, as required in article 1.9; o a conditional or restrictive Bid; o the fact that the Submission transmitted electronically was not transmitted through the site or the fact that it is unintelligible, infected or otherwise unreadable once its integrity has been established by the site; o if the Bidder submits more than one Bid for this notice of qualification, all Bids submitted by the Bidder will automatically be rejected. For the purposes of this paragraph, the transmission of the same Submission electronically and in paper form is deemed to be the filing of several Submissions; o non-compliance with any other condition of compliance indicated in the Qualification Notice Documents as resulting in the automatic rejection of a Submission. Additional reasons for rejection In addition, a Bid transmitted on paper containing one of the following non-conformities will be deemed non-compliant and will be automatically rejected: o non-compliance with the location provided for the reception of Bids; o Form 1 was not returned in the Bid envelope; o the Submission was not presented in an opaque and sealed envelope, as required in article 1.9. Any omission or error other than those referred to in the preceding paragraphs with respect to a Submission will not necessarily result in the rejection of the Submission. The Owner may allow the Bidder to correct it within a time period that it will determine. The correction made must be to the satisfaction of the Owner and cannot lead to an increase in the price submitted. In the case of a Submission transmitted electronically the integrity of which has not been noted, the Tenderer must remedy this irregularity within 2 working days of the notice of default sent by the Owner. Failure of the Bidder to perform within the time limit will result in the rejection of the Bid. A Submission transmitted electronically within the time limit set to remedy the lack of integrity of a Submission transmitted previously replaces the latter as soon as its integrity is noted by the Owner. This Submission is then deemed to have been transmitted before the deadline date and time set for the receipt of Submissions. UNSATISFACTORY PERFORMANCE EVALUATION The Owner reserves the right to refuse any Bidder who, during the two (2) years preceding the opening date of the Bids, has been the subject of an unsatisfactory performance evaluation by the Owner. , has failed to follow up on a tender or a contract or has had a contract terminated because of its failure to comply with its terms. COMPLETE SUBMISSION FOR QUALIFICATION The Owner does not undertake to accept any of the Submissions received, nor to carry out the object of this notice of qualification, nor to carry out only a part thereof and may, in its sole discretion, carry out nothing in connection with this notice that qualification and this, without any compensation for the Bidders.
