Site work for a power facility in Orlando, Florida. Working plans call for site work for a power facility.

Construct support structure and attach 277 kW bifacial solar PV array and 32 electrical vehicle EV chargers consisting of thirty-one (31) level II and one (1) Level 3 chargers, PV support equipment, and integrate RE/EV electrical production and consumption data with the existing Building Automation System (BAS) such that RE/EV data can be remotely monitored. The Contract will consist of interested and qualified Proposers to provide and construct a new elevated, commercial carport structure and commercial solar photovoltaic (PV) system at the existing Fleet Maintenance Buildings The following mandatory minimum qualifications have been established. Subject to the City's right to waive minor irregularities, Proposers that do not meet the mandatory minimum qualifications will be deemed non-responsive. A. Contractor, or contractor's team, must possess a minimum of seven (7) years of solar and five (5) years of electrical vehicle charging experience in directly related to managing and installing the following: i. Commercial solar photovoltaic (PV) systems; preferably on elevated, commercial carport structures. ii. Level 2 and level 3 Electric Vehicle (EV) chargers All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before 5:00 P.M., Local Time, February 18, 2022, to Silvia Coste, CPP, Senior Purchasing Agent at Silvia.Coste@orlando.gov Procurement and Contracts Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. Questions will be answered in accordance with Article 5 of the "Instruction to Bidders,". Replies will be given at a later date. Bids must be accompanied by a bid bond, certified check or cashier's check made out to the City of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489, Part I Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasury's Listing of Approved Sureties, and must have at least an "A-" rating in accordance with the most current A.M. Best Company financial strength ratings The CONTRACTOR shall be required to comply with the City of Orlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57) and Veteran Business Enterprise (VBE) program (Chapter 7). The Supplementary Conditions establish requirements which must be achieved by the CONTRACTOR; certain required actions must be taken at least 10 days prior to bidding. The MBE/WBE Letters of Intent (see form in Supplementary Conditions) must be provided at the time of bid opening. If either or both the MBE/WBE goals are not met, MBE/WBE "good faith" documentation must also be provided at the time of bid opening. The VBE Participation form is provided in the Supplementary Conditions The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is most advantageous to the Owner, price and other factors considered. The CITY and CONTRACTOR recognize that time is of the essence of this Contract and Contractor recognizes that the City will suffer financial loss if the Work is not substantially completed as described in Article 14.13 of the General Conditions within the time specified below, plus any extensions thereof allowed in accordance with Article 12 of the General Conditions. The parties also recognize the delays, expense and difficulties involved in proving in a legal or arbitration proceeding the actual delay damages (excluding engineering fees and inspection costs) suffered by the CITY if the work is not completed on time. Accordingly, CONTRACTOR agrees to pay CITY as liquidated damages $500.00 per day for each day CONTRACTOR exceeds the Contract Time for Substantial Completion (defined as 180 days starting when the Contract Time starts to run as provided in Article 2.2 of the General Conditions) until the Work is substantially complete. The Work shall be completed, ready for final payment in accordance with Article 14.9 of the General Conditions, within thirty-five (35) days after the actual date of Substantial Completion, unless agreed to otherwise in writing. The CONTRACTOR shall pay or reimburse, in addition to the liquidated damages specified herein, the CITY's expenses for engineering fees and inspection costs arising from CONTRACTOR's delay in meeting either or both the Substantial Completion and Final Completion dates.
