Site work and new construction of a residential development in South Texarkana, Texas. Conceptual plans call for the construction of a 5,000-square-foot residential development; and for site work for a residential development.

The Housing Authority of the City of Texarkana, Texas (HATT) is soliciting proposals from joint venture Construction/Architectural/Engineering (AE) firms and a Civil Engineering firm to develop design concepts, final construction documents, provide updated construction estimates and a guaranteed maximum construction cost contract for an Independent Living Homes development on HATT property bordered by Midway Drive, Rosehill Drive and Robison Road, Texarkana, Texas. The single-family residential development shall contain a minimum of ten (10) one-bedroom, approximately 500 square foot each handicap accessible homes with detached carports, underground utilities, cul-de-sac and street, sidewalks, landscaping, perimeter metal fence, security lighting, and other construction elements and criteria for complete development. Five (5) different floor plans shall be developed, and the first phase of construction shall include five (5) homes. Proposals should demonstrate in detail how the Respondents intend to provide the required services in a manner that will result in the successful and timely completion of the RFP requirements. In addition, the proposal should demonstrate the Respondent's capacity and readiness to perform the Scope of Services immediately upon execution of the contract with HATT. Finally, the proposals shall include evidence of the Respondent's design, construction experience, and qualifications with recent/previous HATT construction projects. All proposals submitted in response to this solicitation must conform to all the requirements and RFP outlined within this document in its entirety, including all applicable addenda, and attachments. Participate in a series of project requirements meetings with HATT staff from various departments. Assess HATT's requirements to determine the most favorable balance for land usage, designs of floor plans, construction cost, etc. for the completed project. The assessment shall also consider future design for other developments. The minimal professional design phases shall be: Schematic Design, Design Development, and Construction Documents; each design phase shall have an associated cost estimate attached. Based on the information gathered in the steps outlined above, develop a written Draft Project and Development Program outlining requirements for the new Independent Living Homes development. Include written and graphic documents that delineate the functional relationships between the homes, carports and provide preliminary/conceptual floor plan layouts, site plan, conceptual rendering of the buildings, and preliminary construction estimate. Utilizing current cost-per-square-foot and actual cost information from comparable projects and developments, and develop and submit periodic cost estimate(s) during each design phase for the Independent Living Homes development as described in the Draft Project and Development Program, including the cost of all required furniture, fixtures, and equipment (FF&E), site improvements, etc. Present the Draft Project and Development Program to key HATT staff and/or HATT Board as designated by the HATT CEO, solicit their input, and work together as necessary to modify the Draft Project and Development Program into a Final Project and Development Program that best represents the mutually acceptable needs for the new Independent Living Homes development. The method of contractor selection has not been determined at this time.
