Site work for a water / sewer project in Nashville, North Carolina. Conceptual plans call for site work for a water / sewer project.
Nash County owns, operates, and maintains a water system that contains over 250 miles of water line in various areas throughout the County and continues to seek opportunities to provide water service to other areas. The County has been working in recent years on a plan to expand this water system into the Red Oak / Dortches area of the county and intends to focus on additional improvements in this area (Northern Nash Water Sewer District). The county is also interested in developing water supply wells in the Central Nash Water Sewer District (CNWSD) to meet water demands in this area and to offset bulk wholesale water purchases required to serve this district. Although additional elements may be identified as work to finalize the project elements commence, known elements of the overall project include the following major components: 1) Approximately 80,000 to 100,000 linear feet of 2" - 12" diameter water main (NNWSD) 2) Approximately 12,500 linear feet of force main and gravity sewer main (NNWSD) 3) Two or more water supply wells (CNWSD) The County does not have engineering staff necessary for the proposed activities. The County is soliciting proposals from qualified consulting firms to provide engineering services for the preliminary design, final design, construction administration, and construction observation to complete these projects. The project is anticipated to be funded with local funds augmented with Federal and / or State funding programs. Funding administration activities assistance will also be a function of the qualified consulting firm Basic Design Services. The Engineer will design the proposed improvements to meet the standards of the North Carolina Department of Environment and Natural Resources and Nash County. These preliminary and final design services will include, but not be limited to, the following: Update Preliminary Engineering Report and Environment Assessment as necessary and make submission to the appropriate funding agency(s) for approval. Perform design survey and initial investigations, coordination with necessary regulatory authorities, prepare preliminary plans and sketches, prepare detailed drawings, technical specifications, bidding documents and contract documents. The Engineer shall prepare contract documents for distribution to bidders which include all addenda, notice and instructions to bidders, model contract agreement, general and supplemental general conditions, technical specifications, and all other compliance forms required by the funding agencies. Submission of plans and specifications to the appropriate regulatory agencies, funding agencies, and the County for review and approval prior to bid advertisement. Resolve, in an expeditious manner, any deficiencies in these documents as may be required by the County, funding and regulatory agencies. Therefore, potential respondents should make their intention to submit known to Nash County in order to receive any future addenda or clarifications, and knowledge thereof is entirely the respondents' burden. For the duration of the contract, the selected firm(s) must maintain Commercial General Liability insurance with limits of not less than $1,000,000, Professional Liability Insurance (Errors and Omissions) with limits of not less than $1,000,000, Automobile Liability insurance with a minimum limit of $1,000,000, and Workers Compensation Insurance as required by the State of North Carolina. The County reserves the right to reject any and all submittals either in whole or in part. The County also reserves the right to (1) amend, modify, or withdraw this solicitation; (2) revise any requirement of this solicitation; (3) require supplemental statements or information from any responsible party; (4) extend the deadline for submission of responses hereto; (5) negotiate or hold discussions with any firm and to correct deficient responses which do not conform to the instructions herein; (6) cancel, or reissue in whole or in part, this solicitation, if the County determines in its sole discretion that it is in its best interest to do so; and (7) extend the term of any agreement on terms consistent with this procurement. The selection committee will score the received Statement of Qualifications and may conduct interviews. The County reserves the right to negotiate a scope of services and price proposal with the best qualified firm(s). If a scope and fee cannot be reached, the County may negotiate with the next most qualified firm. The advertising of this RFQ does not assure award. The County reserves the right to modify responses, in whole or in part, and otherwise reserves the right to waive irregularities or cancel the RFQ The method of Contractor Selection has not been Determined at this time.
