Submission of Small Business Subcontracting Plan: It is the goal of the Commonwealth that 42% of its purchases be made from small businesses. The Contractor shall provide all necessary equipment with experienced operators, labor, fuel, transportation (mobilization and demobilization), tools, supplies, pipe, liner grout, hydraulic concrete for bulkheads, PVC pipe for venting, supervision, insurance and incidentals as well as traffic control measures for each work location unless otherwise directed by the VDOT Contract Administrator. VDOT reserves the right to perform any type of work within the limits of this (pipe restoration) operation. The Contractor shall work with VDOT and other Contractors as necessary. Work shall consist of the rehabilitation of existing storm water and surface water pipe culverts by the method or methods specified at designated location as determined by VDOT.
