The proposals shall be submitted in paper on the forms furnished with the specifications. This proposal guarantee shall be subject to forfeiture as provided by law. Bidders must be pre-qualified with the Village of Oregon within the last year or must be pre-qualified for this work 5 days prior to bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Bidders must be experienced in municipal pipeline and street construction. All bids shall be submitted in accordance with the specifications of this Invitation to Bid. Each bid will be reviewed and analyzed and will be subject to approval by the Village of Oregon. Selection may be made of the bidder deemed to be most responsive and responsible and best suited among those submitting bids, on the basis of the factors involved in this Invitation to Bid. Factors to be considered include, but are not limited to, whether the bidder is a responsible bidder and has the capability in all respects to perform fully the scope of work, the cost of the bid, past performance in providing similar services, status and reputation as a provider of required services. The Village of Oregon reserves the right to investigate the references and credentials of the bidders. The Village of Oregon reserves the right to waive minor irregularities, accept or reject wholly or in part any proposal, or call for new bids when such action is in the best interests of the Village of Oregon. Contract negotiations will be initiated with the top ranked bid and, if unsuccessful in arriving at a mutually acceptable contract, negotiations will occur with the next highest ranked bidder and so on, until a mutually acceptable contract is executed. All bidders are hereby notified that the successful bids shall be reduced to a written contract and until such time as said contract is executed by and between the parties, the Village of Oregon shall not be bound to the terms of the bid in question. All bids submitted in accordance with the terms and conditions of this invitation shall be binding upon the bidder for 60 calendar days after the bid opening.
