Scope of Work of the Contract includes the following: Construction of Waste Water Treatment Plant Phase 2 Expansion. - project that includes the design, materials, construction, and installation of one (1) wastewater treatment plant (WWTP) capable of treating 270,000 gallons per day (0.135 MGD) WWTP on-site for a total combined treatment of 405,000 gallons per day (0.405 MGD) to be located in Montgomery County, Texas at the location provided by the Owner. The discharge permit is undergoing a minor amendment to reflect a 0.405 MGD plant in the Interim II condition. Proposed WWTP site is located approximately 700' off of SH 242, 0.270 MGD WWTP, including any and all required foundations and structural components, designed to meet or exceed 30 Texas Administrative Code (TAC) Chapter 217 Design Requirements and Chapter 285 On-site Sewage Facilities, as well as TPDES Permit WQ0015742001. Bid shall provide description of the planned sizing of the plant. Bidder to be responsible for Summary Transmittal Letter to TCEQ. Process design of plant to include drawings, design report, and specifications, signed and sealed by a professional engineer licensed in the state of Texas. Structural design of wastewater treatment plant tankage to be signed and sealed by a professional engineer licensed in the state of Texas. o Design and construction of an on-site lift station to handle the 0.270 MGD peak flows. Interim I peak flows described in the discharge permit are handled by an existing on-site lift station that could be used for equalization with the 0.270 MGD lift station. Design to include process, structural, and electrical design. Bid shall include description of the proposed lift station sizing, including number and size of pumps selected by bidder. Design of lift station to include drawings signed and sealed by a professional engineer licensed in the state of Texas. o Piping from proposed lift station to proposed WWTP. o Piping from WWTP to final effluent discharge point, including construction of any required outfall structures. o Design and construction of an air distribution system for the WWTP. Bid shall include description of the number and size of blowers selected by bidder. o Design and installation of chemical treatment, non-potable water, and flow measuring systems, including any and all yard piping. Bid shall include description of the type and size of components. o Design, purchase, and installation of a diesel generator and ATS sized to handle all equipment for the 0.270 MGD condition as there is an existing generator on-site sized to handle the 0.135 MGD plant. o Design and construction of a full and functioning electrical system, including on-site service rack, controls, underground and exposed conduit and wire, autodialer, lights/fixtures, and all required hookups. Coordination with electrical provider for construction of electrical service shall be by others. o Design and construction (remove and replace) of an all-weather access road from SH 242 to Timber Lakes Elementary School Each Bid must be accompanied by a certified Bid Bond or copy of an original cashier's check, acceptable to the Owner, in an amount not less than five percent (5%) of the total amount Bid, as a guarantee that the successful bidder will enter into the Contract and execute the Bonds on the forms provided, and provide the required insurance certificates within seven (7) days after the date Contract Documents are received by the Contractor. If a certified cashier's check is provided, the successful bidder shall deliver, at the bid opening address, the original certified or cashier's check prior to the bid opening. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except time of submitting a Bid. The Successful Bidder, if any, will be the responsible Bidder which in the Board's judgment will be most advantageous to the District and result in the best and most economical completion of the Project. The requirements of Subchapter J, Chapter 552, Government Code, may apply to this Bid and/or Contract and the Contractor agrees that the Contract can be terminated if the Contractor knowingly or intentionally fails to comply with a requirement of that subchapter.
