Per the owner, as of March 2, 2023, an award has been made. The owner has not disclosed any further information regarding the award for this project. Closed market survey request has been included below for reference. ................. Market Survey: The Federal Aviation Administration (FAA) has an upcoming requirement for Foundation Replacement at Westerly State Airport, Westerly, RI. (WST) Runway 32 PAPI The Contractor shall provide all material, equipment (unless stated otherwise), supplies, transportation and labor to complete the specific scope of work. All work to be priced out in accordance with Davis-Bacon Wage Rates. The responses to this market survey will be used for information purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals Market Survey: The responses will be used to develop the source list for this requirement. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submissions solely at the interested vendor's expense. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran owned small businesses and 8(a) certified firms, capable of providing the services outlined in the Statement of Work. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey. Provide a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement- This document should identify; Type of services provided by your firm, Size and type of services provided by previous contracts (elaborate and provide detailed information and past performances), Number of years in business All responses to this market survey must be received by Friday, February 15, 2022, 4:00 CST. All submittals should be submitted by email to Bryon R. Nolan at bryon.r.nolan@faa.gov The Market Survey Identifier should be provided along with the submitted information. PAPI FOUNDATIONS: 1.) Disconnect power and control cable from each PAPI Light House Assembly (LHA) at terminal points and pull back cable to the existing Jaquith cans behind LHA #3. 2.) Carefully remove four LHAs in their entirety and store in a storage container. The contractor shall supply the storage container. The location of the storage container will be determined by the FAA and the Airport Authority. Contractor shall coordinate this with the Resident Engineer. 3.) Cut each GRSC behind each LHA at a distance that will allow for removal of the existing foundation. The existing grounding system shall be left intact. The Contractor shall replace and/or repair any damage to the grounding. 4.) Remove all four existing LHA concrete foundations. Concrete shall be properly disposed. 5.) Install four new LHA foundations per Drawing WST-D-PAPI32-S102. Foundations can be cast in place or prefabricated. Note: Two 2 inch GRSC conduits shall extend out of foundation so they can be attached to the two existing 2 inch GRSC conduits. See Drawing WST-D-PAPI32- C101 for Top of Concrete (TOC) information. 6.) Connect two 2 inch GRSC conduits at each LHA to the existing two 2 inch GRSC conduits with couplings. If required, re-attach #2 grounding bond to all conduits. 7.) Re-install the PAPI LHAs. Note: The height of the PAPIs shall the same as the existing heights. See Drawing WST-D-PAPI32-C101 Detail A for height data. 8.) Pull existing power and control cable through the respective GRSC back to each PAPI LHA from the existing Jaquith cans. 9.) Terminate cable at each PAPI LHA per Drawing WST-D-PAPI32-E102. 10.) Install 6 inch of hard pack gravel over geotextile fabric 4 feet in all directions around each PAPI LHA. 11.)Disconnect power cable from stepdown 60A disconnect switch and pull cable back to existing concrete hand hole. Disconnect power and control cables in REIL Power Control Assembly (PCA) and pull cable back to existing concrete hand hole. 12.)Cut each 2 inch GRSC back a distance to allow for removal of the existing PAPI PCA concrete foundation. 13.)Disconnect power and control cable from PAPI PCA and pullback in conduit towards the PAPI LHAs to a point where the two 2 inch GRSC shall be cut in order to be able to remove the existing concrete foundation. 14.)Remove the entire power and control rack in its entirety and store in the contractor supplied storage container. 15.) Remove the existing PAPI PCA concrete foundation. Care shall be taken as not to damage the existing 4/0 Ground Counterpoise. The Contractor shall replace and/or repair any damage to the grounding. 16.)Install new PAPI PCA concrete foundation per Drawing WST-D-PAPI32-S101. Foundation can be cast in place or prefabricated. Note: All GRSC conduits shall extend out of foundation so they can be reconnected to the existing GRSC conduits with couplings. All GRSC shall be bonded with a #2 wire from the counterpoise. 17.)Re-install PAPI PCA Rack per Drawing WST-D-PAPI32-Q101. Install indicated grounding as depicted on drawing. 18.)Pull existing cable back to its designated location and terminate per Drawing WST-D-PAPI32- E102. 19.) Install 6 in of hard pack gravel over geotextile fabric 4 feet in all directions around PAPI PCA foundation REIL FOUNDATIONS: 1.) Disconnect power and control at terminal point in each REIL Individual Control Cabinet (ICC) and pull back cable to the existing Jaquith hand hole approximately 10 feet away. 2.) Carefully remove each Identifier REIL Unit light and ICC in their entirety from each foundation and store in the contractor supplied storage container. 3.) Cut each GRSC running from the foundation to the existing Jaquith hand hole at a distance that will allow for removal of the existing foundation. The existing grounding system shall be left intact. The Contractor shall replace and/or repair any damage to the grounding. 4.) Remove both existing concrete foundations. Concrete shall be properly disposed. 5.) Install two new REIL foundations per Drawing WST-D-REIL32-S103. Foundations can be cast in place or prefabricated. Note: 2 inch GRSC conduits shall extend out of foundation so they can be attached to the existing 2 inch GRSC conduits. Top of Concrete (TOC) shall be the same as existing foundations. 6.) Connect 2 inch GRSC conduits at each foundation to the existing 2 inch GRSC conduits with couplings. If required, re-attach #2 grounding bond to all conduits. 7.) Re-install the Identifier REIL Unit Lights and ICC at each foundation. Note: The height of the Identifier REIL Unit Lights shall the same as the existing heights. See Drawing WST-D-REIL32- C104 Detail A for installation details and height data. 8.) Pull existing power and control cable through the GRSC back to each REIL ICC from the existing Jaquith cans. 9.) Terminate cable at each REIL ICC per Drawing WST-D-REIL32-E103. 10.)Install 6 inch of hard pack gravel over geotextile fabric 4 feet in all directions around each REIL foundation. The method of contractor selection has not been determined at this time.
