The Owner reserves the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to airport operations at the time. Contractors shall be GDOT prequalified or a GDOT registered contractor/subcontractor. A Bidder's bond must be executed on the form furnished by the Owner, and the required bond, cash, cashier's check, or certified check must accompany each proposal, in the amount of 5% of the total amount of the proposal. A 100% performance bond and a 100% payment bond will be required of the Contractor at time of contract execution. A Georgia Resident Agent must countersign all bonds from a surety company authorized by law to do business in this State pursuant to a current certificate of authority to transact surety business by the Commissioner of Insurance; no bond shall be approved unless the surety is on the United States Department of Treasury's list of approved bond sureties. All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the City of Sylvester of Sylvester, Georgia for a period not to exceed one-hundred twenty (120) calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Award of contract will be based on the lowest aggregate sum proposal (for the award option that is in the Owner's best interest based on available Federal Funding) submitted from those bidders that are confirmed as being responsive and responsible. The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to 100% of the contract.
