Caution : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation that would result in the tender being restrictive or conditional. IMPORTANT NOTICES Pilot project to facilitate payments in the construction industry The Chair of the Conseil du tresor authorized the implementation of a pilot project aimed at experimenting with various measures intended to facilitate payment to companies that are parties to public construction work contracts as well as to public subcontracts directly related to them or indirectly and to define applicable standards in this area. The pilot project essentially aims to test two main elements, namely the mandatory payment schedule and a dispute resolution method with recourse to an expert-intervener. The mandatory payment schedule includes the requirement to pay companies on fixed dates. The dispute resolution process provides for the mandatory use of a qualified expert-intervenor for any dispute covered by the pilot project. The contract covered by this call for tenders is subject to the pilot project aimed at facilitating payment to companies party to public contracts for construction works as well as related public subcontracts (Ministerial Order No. 2018-01 ). Thus, the contract covered by this call for tenders and the related subcontracts are subject to the terms and conditions established by this pilot project. Authorization to contract/certificate from Revenu Quebec It is strongly suggested that bidders make their request for a certificate from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics as soon as possible, in accordance with the requirements of the contract documents, in order to ensure that these requirements are completed before the deadline date and time for receipt of tenders. Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission24@sqi.gouv.qc.ca. All subcontractors subject to the Quebec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as the "Recipient" using the "Bidder" menu of the electronic bid transmission system. submissions (TES). WORKS DURATION The work required under this invitation to tender must be completely completed within 8 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date of the authorization to start work. The probable start date of the work is between April 1 and May 1, 2023 SUBMISSION GUARANTEE No tender guarantee is required. Any tenderer must note that if he refuses to respond to his tender, the Company may reject any tender presented by this tenderer to the Company during the next two years. CONDITIONS Only bids submitted by bidders who meet the following conditions will be considered: have, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal business hours; have the required qualifications and hold the licenses required under the Building Act (CQLR, chapter B-1.1). INFORMATION MEETING / SITE VISIT No information meeting or site visit is planned. TRANSMISSION OF COMPLAINTS All complaints made to the Societe under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca, no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below, taking care to mention the contract number, and this, maximum three working days before the date . and the deadline for receipt of tenders . If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
