The City Council earlier this month moved forward on the construction of the Collier's Ferry Pump Station Project to be built above flood level. The new station will build resiliency into the city's water system so the city can pull water from the Neches River in the event of another emergency situation. During Harvey, flood waters swamped the city's only pump station, exposing flaws in the city's ability to provide water to residents during an extreme emergency. Related: Progress expected on Beaumont water-system upgrades "The Collier's Ferry Pump Station project consists of constructing a new 45 million gallon per day pump station," said interim city manager Chris Boone. "It includes a tunnel between the Lawson's Pump Station and the Collier's Ferry pump station, wet well, a generator, electrical building and various site work." The city called for bids on the $26 million project in late March. The vast majority of the project -- 90% -- will be funded by the Federal Emergency Management Agency through the Texas General Land Office. The city's water capital fund will make up the difference. FEMA is also paying $9.8 million for the raw water line to move the water drawn from the river to the water treatment plant. Related: Beaumont council looks to new water treatment plant The city anticipates the project will start in the next few months. "They usually have at least a minimum of 30 days to mobilize. So, I would say within the next 30 to 60 days," Boone said. According to Boone, the project likely will take anywhere from 840 days to a maximum of 900 days. "With that timeframe, it sounds like two and a half years," he said. "If it takes as long as they think it might, we're talking about fall '24." _____________________________________________________________________________________________________________________________ Bidders must submit Bid Bond, Cashier's Check, Certified Check or irrevocable Letter of Credit issued by a bank satisfactory to the Owner, payable without recourse to the order of the City of Beaumont in an amount not less than five (5) percent of the largest possible bid amount as a guaranty that the Bidder will enter into contract and execute bond and guaranty in the form provided within fourteen (14) calendar days after date of Notice of Award of the contract. Bids without required financial security deposit will not be considered. Provide performance and payment bonds for this Project that fully comply with the provisions of Tex. Prevailing Highway-Heavy, Municipal and Utilities wage rates for Jefferson County, published as part of the Contract Documents and subject to revisions, shall govern or control minimum rates for work performed during execution of the contract. Also, qualifications being equal, citizens of the City of Beaumont shall be given preference in employment for work performed under the contract. The Project is to be substantially complete and ready for operation within 840 calendar days from Notice to Proceed. The Project is to be complete and eligible for final payment 60 days after the date for Substantial Completion. Questions are to be submitted using the question and answer process on the procurement website. Responses to questions posted on the procurement website will be posted for the benefit of all Offerors. A response will be posted for questions submitted until 2:00 p.m. on March 10, 2022. Engineer's Estimate: $25,282,100 Owner reserves the right to reject any and all Bids, including non-conforming, non-responsive, or conditional Bids. The Owner may also reject the Bid of any Offeror if the Owner believes that it would not be in the best interest of the Owner to make an award to that Offeror. The Owner reserves the right to waive all formalities A. This project consists of flood protection improvements at the water treatment plant, including, but not limited to: 1. Structural modifications at Lawson Pump Station Forebay 2. Construction of Collier's Ferry Pump Station, including: a. Site Work - fill and grading, clearing and grubbing, fencing, gravel, and asphalt access road b. Structural - wet well, Electrical Building, concrete slabs, and concrete pipe supports c. Process Mechanical - four submersible pumps, associated piping, valves, and fittings, wet well hatches, sluice gates, NPW piping, yard piping, flow meter, and pipe supports d. Electrical - 1500kW generator, transfer switch, variable frequency drives, lightning protection, instrumentation, and lighting e. HVAC - four wall pack HVAC units at the Electrical Building 3. Microtunneling a. Approximately 2,500 linear feet of 48-inch diameter pipeline constructed by microtunneling extending between the Lawson Pump Station Forebay and the wet well of the Collier's Ferry Pump Station, in two separate drives. This includes construction of two manholes, one at the Lawson Pump Station site and one at approximately the midpoint of the pipeline alignment, and piping installed by traditional open cut methods as necessary.
