Project has been canceled All project assignments for projects with an estimated fee of under $100,000.00 shall be based on the negotiated scope of services after direct appointment to a qualified COR. All project assignments for those projects with an estimated fee between $100,000.00 and $250,000.00 shall be based on the written, signed project proposals received after the City's issuance of an informal RFP. All project proposals shall be delivered to the City within five (5) City business days after issuance of the informal RFP unless otherwise specified in the informal RFP. All project proposals shall include, at a minimum, the following: all key resources the Proposer will commit to the project, the availability of those key resources and the Proposer's schedule for completion of the project. The City reserves the right to request any additional information it deems relevant, in its sole discretion, to a specific project in its informal RFP GENERAL SCOPE A. The scope of services to be provided by the COR's is intended to be focused on but not limited to building and space planning design. If a sub-consultant is necessary to perform any of these services, then the sub-consultant qualifications shall be made a part of the proposal submitted with each individual project assignment. Additionally, if a multi-discipline architectural firm has other capabilities such as Traffic, Structural, and Electrical Engineering, these services may be utilized. The requested services may include, but are not limited to, the following: Prepare drawings and specifications for: Various building remodeling projects New building construction Construction Documents (Division 1 - Division 50) Architectural details Floor plan changes Landscaping improvements Parking improvements Mechanical improvements Utility improvements Electrical improvements Civil improvements Fire, Security, Communication, and other associated specialty improvements Structural improvements Tenant improvements Space design ADA Provide full-service Project Management of multi-discipline facility projects including alternative delivery methods. Provide designs and recommendations to achieve the best value. Submittal reviews Construction inspections Permit applications Progress reports Walkthroughs / punch lists Interfacing with contractors and subcontractors. Recommendations on design changes. Evaluating contractor requests. Review pay requests and change orders. Provide construction management and testing services upon requests. Provide designs to meet ADA guidelines. Provide cost estimates. Provide designs within total project budget. Provide services to aid in developing facility life cycle and maintenance plans. Provide environmental evaluation. Provide peer review. Provide value engineering Provide permit application. And other architectural services as defined in Oregon Revised Statutes (ORS) 671.010 to 671.220. All designs and services must be in strict accordance with all applicable federal, state, and local rules and regulations. B. Drawings and Specifications prepared for the City shall not expressly or implicitly require any product by brand name or mark unless followed by the following language "or approved equal", unless brand-specific approval has been obtained from the City. C. Minimum Qualifications: The following are the minimum qualifications that must be possessed by the Proposer: 1) Direct experience in the design of building facilities and sites for public infrastructure projects such as pump stations, ADA, office buildings, shops buildings, fire stations, police facilities, parking structures, etc. 2) Direct experience in preparing cost estimates on publicly funded projects. 3) Direct experience in conducting a public information process as part of a large-scale project. 4) Direct experience with design, development, and redevelopment of public facilities. 5) Direct experience with surveying, inspecting and evaluating various structures. 6) Direct experience with modern energy efficient design practices that will conserve energy and decrease operating costs. 7) Direct experience in Project Management of building projects. 8) Proposer must have an active license to practice architecture per ORS 671.010.
