Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. Contractor's classification shall be Electrical Work. No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof. All contractors and subcontractors will be required to comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act pertaining to the minimum wage rates, the Anti-Kickback Act, the Contract Work Hours Standards Act and the Local Public Works Payroll Evaluation Program. Further, all contractors and subcontractors will be required to certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. Attention to Bidders is also called to the requirements of the various EPA forms as found in Section V of these specifications and contract documents. All bidding contractors must comply with: 1. Presidential Executive Orders 11625, 12138, and 12432; Women's and Minority Business Enterprise. 2. Presidential Executive Order 12549, Debarment and Suspension. 3. Presidential Executive Order 11246, Equal Employment Opportunity 4. Davis-Bacon and Related Acts. 5. Use of American iron and steel. Any person with disabilities requiring special accommodations must contact the City of Rayne, Louisiana, or Mader Engineering., Inc. no later than seven (7) days prior to the bid opening. Equal Opportunity in Employment: All qualified applicants will receive consideration for employment without regard for race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Bidders Should Note the Required Attachments and Certifications to Be Executed and Submitted With the Form of Bid Proposal. Also, Minority and Female Owned as Well Contracting Firms Are Encouraged to Submit Bids. The bidding documents include a Wage Determination for the project based on the current U.S. Department of Labor wage rates obtained from Wage Determinations Online . The Wage Determination will be rechecked ten days before the bid opening, and if it has been revised, the revised version will be issued to bidders as an addendum. The Owner reserves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
