The City of Hesperia, hereinafter referred to as City, is seeking sealed bids from qualified vendors, hereinafter referred to as "Bidder", to apply sealcoat to existing asphalt at Hesperia Police Department and Hesperia Public Works parking area. The City Contact, hereinafter referred to as Contact, is the sole point of contact for this solicitation. All communication shall be in writing and submitted to the Contact. Bidders are not permitted to communicate with other City staff or officials about this RFB, except for during pre-bid meetings, demonstrations, and/or interviews, unless otherwise directed by the Contact. Reference RFM Number and Title when making inquires. This project consists of sealcoating two (2) parking lots and restriping/repainting parking spaces and pavement markings in the City of Hesperia. The work includes all required material, labor, equipment, and permit/license fees associated with the project and shall meet the current Asphalt Sealcoat Manufacturers Association (ASMA) Sealcoat specification. All work required to construct improvements, as generally described in the scope of work, to be complete and in place and fully functional and operational, shall be included. The contract work site is in the City of Hesperia, California at the Hesperia Police Department located at 15840 Smoketree St. and Hesperia Public Works Yard located at 17282 Mojave St. The work is to be done in accordance with the Contract Documents and Specifications and the locations shall include the following: o All materials, surface preparation, and application processes shall conform to ASMA standard specifications, per Exhibit II. o Clean, prepare, and apply two (2) coats of sealcoat conforming to the ASMA standard specification including Table 1, per Exhibit II, to approximately 331,950 square feet (113,650 square feet at the Hesperia Police Department and 218,300 square feet at the Hesperia Public Works Yard) of existing asphalt. o Surface shall be prepared in accordance with ASMA standard specification paragraph 1-3.04 Surface preparation, per Exhibit II. o The Bidder shall supply the City with mix certification in accordance with ASMA standard specification paragraph 1-3.03, per Exhibit II. o The Bidder shall supply the City with scale tags in accordance with ASMA standard specification paragraph 1-3.06 Miscellaneous, per Exhibit II. o Bidder must provide an application (move-in) plan and gain approval from the City prior to application of any product. All work shall be performed on weekends. Weekday work may be allowed with prior consent of the City. o Restripe and repaint all existing parking spaces and pavement markings with PERVO, 7000 white PERVO+ paint. Repaint all existing handicap symbols with PERVO, 7026 blue PERVO+ paint. The City will perform the required asphalt repair and crack filling prior to application of the sealcoats.
