Notice Content REQUEST FOR PROPOSALS FOR PROFESSIONAL ENGINEERING SERVICES FOR THE TOWN OF WISE, VIRGINIA REHABILIATION OF SEVEN WATER TANKS The Town of Wise, Virginia is requesting proposals from qualified engineering firms/individuals to provide professional engineering services required to support the design, permitting, bidding, resident project representation and construction administration for seven water tanks ranging in size from 100,000 gallons to 500,000 gallons. These tanks have been in service since the early 1970s. Work will include new ladders, cages, safety devices, handrails and toe boards, tank vents, interior ladders, rewelding rafters and center posts, grout stabilization of tank floors, sandblasting and repainting of tank interiors for five tanks and exterior painting of seven tanks, and other associated items. The project is funded in accordance with the American Rescue Plan Act funds and all federal ARPA requirements and Virginia Department of Health Office of Drinking Water requirements will apply to the project. The Town proposes to offer a single contract for professional engineering services required to support the design, permitting, bidding, resident project representation and construction administration for the project consisting of rehabilitation of the seven water tanks as described above. This project will result in providing the Town of Wise with the equivalent of new water storage tanks at a greatly reduced price. Coordination of provision of water service will be critical as tanks are taken out of service for rehabilitation and returned to service. Rehabilitation work for each tank is to be as described in the Pittsburg Tank & Tower Maintenance Co., Inc. inspection reports to correct deficiencies and perform recommended repairs to the tanks. Responses submitted without these standard forms will not be evaluated or otherwise considered. Proposals by telephone, facsimile, email, and those received late will not be considered. This Request for Proposals constitutes the entirety of the solicitation. A preliminary engineering report is on file for this project. Proposals will be evaluated by an appointed committee using the following criteria: 1. Specialized experience, expertise, and qualifications of the key individuals and any consultants to be assigned to this project in relation to the types of services to be provided. 2. Understanding of the Town's project and familiarity of with the project area. Consultant's approach for performing the required services and the level of effort required by the Town. 3. Current and projected work load. Plan and capacity of the firm to complete the work in a timely manner. 4. Past performance of the firm in providing services for other projects of similar size, scope, and features as those required for this project. Level of client satisfaction. 5. Capability to perform design and construction management in a timely manner. Two or more offerors may be selected to provide additional information through individual discussions. Offerors will be ranked and negotiations will be first conducted with the top-ranked firm. If a contract satisfactory and advantageous to the Town can be negotiated at a fair and reasonable price, the award shall be made to that offeror. Otherwise negotiations with the offeror ranked first shall be terminated and negotiations conducted with the offeror ranked second, and so on, until a satisfactory agreement is reached. The Town of Wise reserves the right to reject any and all proposals received, and to reject the proposal of any firm who, in the opinion of the Town is not qualified to perform the work. The Town also reserves the right to waive formalities or technicalities as it deems appropriate and to retain the engineering firm selected for subsequent phases of this project or any related projects. By signing its RFP, the offeror certifies that it does not and will not during the performance of this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986. The Town of Wise reserves the right to accept or reject any or all submissions and to waive any formalities or technicalities it deems appropriate.
