SCOPE OF WORK The USDA/ARS-PBARC requires the design and construction of onsite Photovoltaic (PV) systems. C.1 DESCRIPTION OF WORK The USDA-Agricultural Research Service seeks to install solar PV systems at 64 Nowelo Street, Hilo HI 96720. The types of PV system will be solar panels on existing carport structures and roof mounted. This new solar PV system will serve PBARC through existing electrical circuits. Roof mounted modules shall be arranged so they avoid and do not obstruct existing roof mounted equipment, vents, and other fixtures. Areas deemed available are listed in section B.1 and shown in the site plan in C.4. Contractor shall provide all labor, material, equipment, engineering, maintenance and capital to design, install, commission, and interconnect solar photovoltaic systems as required herein. Contractor is responsible for all permits, approvals, environmental and historic compliance, freight, procurement, monitoring, inspection, billing, interconnection fees, and incidentals as necessary to design, construct, and interconnect all the complete solar photovoltaic generation systems, described hereinafter. All areas under the contractor's control shall be maintained in a neat, clean fashion. The Contractor shall confine systems to the footprint defined in Section C, unless the Contracting Officer gives written permission to exceed such footprints. Section C.4 shows a map of the array locations. The Contractor is responsible for ascertaining relevant site conditions verification of project feasibility and for determining appropriate system size required. For sites with time of use (TOU) and/or demand rates, solar PV systems shall be designed to maximize kWh production to offset the greatest amount of electricity during higher cost rate periods and achieve the greatest annual dollar savings. The Government is interested in meeting renewable energy policy goals, so system production is of the essence beyond possible financial savings. PBARC is served with electricity by Hawaiian Electric Light Company, Inc. (HELCO). The government intends for the solar arrays be connected to account # 202011057819. Buildings are Federally owned. PBARC land is not owned by USDA. The site layout (Attachment 2) is the PBARC site. There are two existing carports, labeled as Carport 1 and 2 to have solar panels added. There is an Insectary Building being constructed that can support Roof 1 array. The existing 42 KW roof array is shown on the greenhouse/headhouse roof. The two existing carports are approximately 3,300 and 1,300 square feet. There is also a new 5,000 square foot Insectary Building being constructed that can support a roof mounted solar arrays On the Greenhouse there is an existing PV system that gives 42 kW of electricity to the headhouse. The contractor shall provide, design, install, commission and interconnect solar photovoltaic arrays necessary to be able to deliver a guaranteed minimum annual kWh. The sum of outputs of systems at Carport 1, Carport 2 and the Insectary building must not exceed 100 KW to comply with the Net Metering plus limits. As described in Section C.8.1, the Weather Corrected Performance Ratio shall be used to calculate system performance. Utility cost and consumption history is in Attachment 3. Interval data for calendar year 2019 is in Attachment 4. All engineering, design, construction, personnel, supervision, facilities, permitting, materials, equipment, transportation, supplies, interconnection impact studies needed, and services necessary to install the on-site solar PV system capable of performing the requirements of this Statement of Work and interconnect with the utility grid is to be included. 12905B22R0004 - Design and construction of onsite Photovoltaic (PV) systems located at 64 Nowelo Street, Hilo HI 96720 This is a construction requirement for design and construction of onsite Photovoltaic (PV) systems located at 64 Nowelo Street, Hilo HI 96720. The Contractor shall provide all labor, equipment, materials, supplies, transportation, and supervision performing all required work in accordance with the plans and specifications for this requirement. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $250,000 and $500,000. The completion is 180 days after Notice to Proceed. The requirement is reserved 100% for small businesses under NAICS Code 221114 - Solar Electric Power Generation with a size standard of 250 employees. An organized site visit has been scheduled for April 5, 2022, at 9:00AM HST. Masks are anticipated to be optional. Participants will meet at 64 Nowelo Street, Hilo, HI 96720. Davis Bacon Act WD#: HI20220001 Mod 6 is applicable to the resulting award. To obtain clarifications and/or additional information concerning the contract requirements, specifications and/or drawings, submit all questions on the Request for Information (RFI) form, Attachment 11 of this RFP, to Kenda.Tucker@usda.gov. The subject line of the email must read `RFI 12905B22R0004. See Section L.2 for additional RFI requirements. Deadline for submission of RFIs for this solicitation is close of business April 8, 2022. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Potential Offerors are responsible for monitoring SAM.gov for release of any additional information to include amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed, and telephone requests will not be honored. Design and construction of onsite Photovoltaic (PV) systems located at 64 Nowelo Street, Hilo HI 96720 ) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for April 5, 2022, at 9:00AM HST. RFIs must be specific identifying section, paragraph and page number of the specifications or cite the drawing number and must be in question format. All RFIs submitted shall include the solicitation number and title, contractor name, city, state, telephone, email address, date submitted, and the RFI question(s). RFI responses will be posted to http://SAM.gov as necessary in amendment format. Deadline for submission of RFIs for this solicitation is close of business April 8, 2022. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.
