Contractor Awarded Address: Dexter, MO 63841-9158 USA Base and All Options Value (Total Contract Value): $20020000.00 Project No- VA101 (183B4)-P0023, 657-313, 657CA2313Z The Department of Veterans Affairs, Office of Construction & Facilities Management, anticipates awarding a Firm Fixed Priced contract to expand Jefferson Barracks National Cemetery Phase 5C, Project No. 657PC2313.23M, located in St. Louis, MO. In accordance with the master plan and phase 5C drawings and specifications. Phase 5C will develop approximately 8.5 acres of undeveloped land. The Contractor shall provide all labor, materials, equipment and supervision for the construction as shown on the plans and specifications (attached). This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The applicable North American Industry Classification System NAICS CODE: 237990 (size standard $39.5M). The magnitude of construction cost for this project is between $20,000,000 and $50,000,000. Pre-proposal site visit schedule - see clause 52.236-27 in the solicitation Please submit all questions regarding the solicitation in writing using the PPI Pre-Proposal Inquiry (PPI) Form Proposals are due May 30, 2022, 4:00 p.m. Eastern Time All Offerors are responsible for monitoring this solicitation and any subsequent amendments at www.sam.gov. INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS (a) Hard copies of bidding documents will not be provided. The solicitation, all bidding documents, subsequent solicitation amendments, award notification, and all other solicitation related information will be posted to the website www.SAM.gov under the Contracting Opportunities section. (b) A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for receipt of proposals, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then. (c) The bidder to whom award is made will be required to furnish two bonds, a Payment Bond, SF 25A, and a Performance Bond, SF 25. The penal sum for each bond at the time of award shall be 100% of the original contract price IAW FAR 52.228-15. The awardee shall furnish performance & payment bonds to the Contracting officer. Copies of SFs 25 and 25A may be obtained upon application to the issuing office. (d) An original, hard copy, executed Bid Guarantee (on form SF-24) must be mailed to the address below and received by the Contracting Officer within 5 business days of the proposal due date and time shown in Box 13a of solicitation form SF 1442 (or as subsequently amended). (e) Volume III, Tab 2 - Price Proposal must contain a legible, scanned copy of the Executed Bid Guarantee (SF-24). Seals should be shaded with pencil lead to make them legible, prior to being scanned and emailed. (h) All bonds should be mailed by fastest traceable means (i.e. FedEx, UPS, etc.) to avoid delays. (i) DESCRIPTION OF WORK: See Block 10 of SF1442, Page 1. (j) Cost Range: $20,000,000 to $50,000,000. PROJECT DESCRIPTION The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in the St. Louis, MO area. The National Cemetery Administration (NCA) contracted this 8.5-acre cemetery expansion project to increase burial capacity of Jefferson Barracks National Cemetery (JBNC) to serve veterans in the St. Louis area. This cemetery expansion project identified as Phase 5C is expected to be the last expansion at JBNC. The Phase 5C documents are packaged separate due to the schedule of building demolition for the Jefferson Barracks Division of the Veterans Affairs St. Louis Health Care System (abbreviated herein as VAMC) project. Phase 5C will proceed upon VAMC building demolition and property turnover to JBNC. Design elements of Phase 5C is listed below: Base Requirements: ITEM I, CLIN 0001 BASE BID: The contractor shall provide all labor, equipment, and materials necessary to complete all work in accordance with the Specifications and Drawings. Work includes general construction, alterations, roads, walks, grading, drainage, site furnishings, landscaping and irrigation necessary removal of existing structures and construction and certain other items. The Base Bid work of this contract includes phased requirements. Phase 5C includes PPC Sections 1XX (2,316 double depth crypts), 1YY (1,981 double depth crypts), 1S (2,216 double depth crypts), 1R (2,022 double depth crypts) and IGC Section 1ZZ (765 In Ground Cremains sites). PPC Sections 1XX and 1ZZ will be turned over to the government within 275 calendar days from Notice to Proceed. These phases are referred to as Early Turn Over (ETO). Completion of the ETO work will follow procedures like those for final completion and acceptance, with the facilities within the ETO being completed and turned over to the Cemetery for use to begin operation of the Cemetery while the remaining work is completed. ETO shall be completed and accepted by NCA for operation within 275 calendar days from Notice to Proceed. While the work of the ETO is being performed, work for the remainder of the project can also be performed. ITEM II, CLIN 0002 BASE BID: Manufacture, deliver, off-load, and store no fewer than 8,535 pre-placed double-depth crypts. ITEM III, CLIN 0003 Add Alternate 1: Improve paving grades at two locations on the Jefferson Barracks Division Campus where existing grading anomalies present challenges to pedestrian transit. The locations are at the intersection of the cemetery road and the facility between buildings 1 and 25 as well as near the stair at building 55. At the crosswalk from B1 to B25, rework grading and paving to provide an accessible crosswalk. At the building 55 connector, rework and regrade the existing sidewalk at the approach to the building 55 connector and repair stones at stair as indicated.
