Sikome Aquatic Facility (SAF) is a man-made lake and beach area in Fish Creek Provincial Park which is located in southern Calgary (See Appendix D; attachment i Factsheet and Map). Alberta Parks has been operating SAF for over four decades, since its construction. The Government of Alberta is interested in alternative models of operating the facility to commence during the 2023 season, including the opportunity for commercial, municipal, or nonprofit operations under disposition. SAF is currently operated as a summer-only swimming and day use recreation facility. Facilities include a ticket booth, concession, storage, shower buildings, picnic areas, playgrounds, water treatment facility, sand beach and an artificial lake. The guest experience could be enhanced with the addition of services such as swim lessons, day programs, enhanced concessions, rentals, etc. The site could possibly be diversified with four-season activities such as ice skating, snow tubing and family programming. A comprehensive review of upgrades and improvements under a government led operating model was completed in 2018 (See Appendix D; attachment ii SAF Redevelopment Plan). An independent assessment is required to detail the current state of the facility, its operations, and market diversification opportunities to support potential commercial, municipal, or non-profit proponents in understanding the assets, liabilities, and economic considerations of operating this facility under disposition with Alberta Parks. The site assessment report produced by the successful Contractor would accompany the open bid Request for Proposals for the SAF operating opportunity. The report will provide an accurate profile of SAF operations and expansion opportunities using key performance indicators of the recreational outdoor aquatic facilities industry.
