As of May 2022, an architect has been selected and this project is in the early design phase. Although a firm timeline for construction has not been determined, construction is not expected to start prior to March 2023.
*The closed solicitation has been included below for reference: The project scope of work may include but shall not be limited to:
o Compile and evaluate existing information regarding the project and site, including solicitation of input from City Staff.
o Meeting with City staff and City Council throughout the design phase of the project.
o Provide planning and evaluation services including but not limited to existing facilities surveys; site analysis, selection and development planning; condition assessment; economic feasibility studies; project financing; zoning review; on-site and off-site utility studies; and environmental studies and reports.
o Perform all necessary field survey work to prepare necessary site plans and construction drawings. Survey shall be performed by a currently licensed Professional Land Surveyor in the State of North Carolina.
o Prepare and submit the necessary design of the projects to the City's project review team.
o Incorporate sustainability features and some LEED concepts such as energy savings and stormwater control measures (no LEED certification will be required)
o Incorporate employee wellbeing design concepts as directed by City staff
o Firm will attend and prepare presentation materials for public meetings upon request.
o Perform all necessary coordination with the City, Henderson County, NCDOT, utilities, and any other interested party.
o Prepare construction drawings, bid documents, specifications, geotechnical and/or environmental reports, cost estimates, and other documents as required.
o Obtain all necessary permits required to construct the project.
o Prepare construction cost estimates throughout the design phase of the project.
o Provide construction administration services, including but not limited to, bidding, advertising, site inspection, negotiating pricing changes, reviewing and approving pay applications and submittals, coordinating and leading progress meetings, developing
punch lists, developing as-built drawings, and contract closeout.
