The work consists of providing all labor, materials, equipment, and incidentals necessary to construct the addition of a full span sign and DMS truss over SR 408. Also included, but not limited to, are miscellaneous intelligent transportation system improvements near and along the 408 corridor in Orange county. The Contract time for this project will be 270 calendar days. At the time of Bid submittal, Roadway Signing is also required; however, prequalification can be satisfied by the certification of the Bidder or by the certification of a subcontractor, a joint venture member or partner. Failure to submit the certificates at time of bid as stated above may result in rejection of the Bid. Prequalification is required irrespective of the contract amount. Central Florida Expressway Authority, in accordance with the Provisions of Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. 2000e et seq., the Florida Civil Rights Act of 1992, as amended, 760.10 et seq., Fla. Stat. (1996), and other federal and state discrimination statutes, prohibits discrimination on the basis of race, color, sex, age, national origin, religion, and disability or handicap. The D/M/WBE participation objective for this project is fifteen percent (15%). Only D/M/WBEs certified by one or more of the following agencies at the time the Bid is submitted may be counted toward the objective: Orange County, Florida; the City of Orlando, Florida; Florida Department of Transportation. Firms certified by the Florida Department of Transportation as a Disadvantaged Business Enterprise (DBE) will be accepted Proposals must be accompanied by a Proposal Guaranty made payable to the Central Florida Expressway Authority, of not less than five percent (5%) of the total Bid. The Guaranty shall be forfeited as liquidated damages if the Proposal is accepted and the Successful Bidder fails to execute the Contract under the conditions of the Proposal and said guaranty will be returned to the Successful Bidder upon the delivery of a satisfactory Public Construction Bond. All Bids shall remain open for acceptance by CFX for ninety (90) calendar days after the day of the Bid opening. The right is reserved by CFX to reject any or all Bids.
