Renovation of a mixed-use development in Brownwood, Texas. Completed plans call for the renovation of a municipal facility.

As of April 5, 2022, project was awarded to Heart of Texas Mechanical, awarded amount is $101,238.75. A bid bond in the amount of 10 percent of the bid issued by an acceptable surety shall be submitted with each proposal. A certified check or bank draft payable to the City of Brownwood or negotiable U.S Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the prevailing wage rate must be paid on this project. In addition, the successful proposer must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City Council retains the right to reject any and all proposals submitted and to waive any irregularities in the bids. The City Council reserves the right to cancel the project without any obligation to the proposers. The City Council may award the proposal to the proposer that presents the best value for the City pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the contractor's safety record; (6) the contractor's proposed personnel and (7) whether the contractor's financial capability is appropriate to the size and scope of the project; and (8) the contractor's past relationship with the City (the "Proposal Evaluation Criteria"). Following receipt of Proposals, each Proposal will be ranked according to the Proposal Evaluation Criteria within 7 days of the opening date. The City will select the proposer that demonstrates the best value for the City based on the Proposal Evaluation Criteria. The City will first attempt to negotiate a contract with the selected proposer. Negotiations may include options for scope or time modification and any related price change. If the City is unable to negotiate a contract with the selected proposer, the City will, formally and in writing, end negotiations with that proposer and proceed to the next ranked proposer until a contract is reached or all proposals are rejected. The City may select representatives to assist in ranking and negotiations. Award of Contract, if any, will be made by formal action of the City of Brownwood City Council. All contractors/subcontracts that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Turnkey Furnish and Installation of six (6) new HVAC units and the turnkey installation of two (2) used gas heaters. The proposed work will include all associated duct work, in-line blower, digital auto heat/cool thermostat, site constructed or premanufactured pieces, carpentry work, electrical wiring and plumbing work, removal and disposal of old units and construction materials. Work shall be conducted at the City of Brownwood Service Center, located at 4200 Hwy 377 South in Brownwood, Texas 76801, and at the City of Brownwood Wastewater Treatment Plant located at 3400 Hoover Street, Brownwood, Texas 76801. Scope of Work Notes: 1. Replacing the main RTU unit at the service center that services the front offices, existing duct work can be reused, an in-line blower to be installed for the Utility Secretary's office. 2. Installing a new unit in the street dept breakroom, currently doesn't have one. 3. Replacing the unit at the garage, existing duct work can be reused, need to add duct work to the bathroom. 4. Replacing two (2) units in the office and one (1) unit in the laboratory, existing duct work can be reused. 5. Replacing two (2) old heaters in the warehouse with two newer used models that the city will provide.
