Review the Citys current Solid Waste rate projections and financial planning for purposes of understanding the potential incurred costs associated with state mandates, for the purpose and reasonableness of Operating and other Reserve Fund Balances Calculate the Solid Waste fees and user charges required to adequately recover the costs of providing solid waste and recycling services and collection of organic waste Identify alternative rate structure or modifications to the Citys existing solid waste and recycling rates designed to improve and meet City objectives Recommendations for an updated financial plan that forecasts the need of rate adjustments (if recommended) Draft and final reports that document the current process used in development of the Solid Waste Rate Structure and modifications and/or recommendations for review Revise recommendations as needed after receiving City input Recommendations for the demands of the operating and infrastructure costs associated with SB 1383 or other related legislation Evaluation of the alternatives to the existing rate structure to encourage recycling while being in compliance with Proposition 218 Draft a Proposition 218 Notice reflecting the Citys proposed rate adjustments, if any, and make any adjustment to that notice based on the Citys comments Survey of surrounding jurisdictions within a 30 mile radius to compare rates Consultant should be able to complete study within 90 days following approval TERMS AND CONDITIONS By submitting a bid, vendors acknowledge conformity with all of the bid notices and attached and written Terms and Conditions such as, but not limited to, insurance, business license, applicable labor codes and laws.
