The work will consist principally of: Constructing a asphalt roundabout at the intersection of Regency Road and Clubhouse Drive, sawcutting the existing road to tie in the new paving, new signage and striping with minor drainage improvements and other related items. The contractor will be required to obtain a business licensed from the City of Gulf Shores to Operate with Corporate limits. Bids must be submitted on proposal forms, which will be furnished by the Engineer. Bids exceeding amounts established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975. Evidence of licensure must be provided before bidding or the Engineer will not consider them. Bidders' current license number shall be clearly written on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors or informalities if, in the Owner's judgment, the best interest of the public will thereby be promoted. No conditional Bids will be accepted. The lowest responsive, qualified bidder will be accepted with key consideration based upon the benefit to public. No bid may be withdrawn for a period of (30) thirty days after the schedule closing date and time for the receipt of Bids. A cashiers check or bid bond payable to THE CITY OF GULF SHORES in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Evidence of Insurance, Performance Bond and Payment Bond outlined in the bid documents will be required when the Contract is signed. Contract Bond (Performance Bond) will be required as follows: 100% of the Contract Price. Labor and Material Bond will be required as follows: 50 percent of the Contract Price. The Owner will award a single contract, dependent upon availability of funds. 5 B. The contract will be awarded to the lowest responsive qualified bidder, subject to Owner's right to reject any or all Bids and to waive informality and irregularity in Bids and bidding. C. The Owner shall have the right to accept Alternates in any order or combination, unless otherwise specifically provided in the Bid Documents, and to determine the low Bidder on the basis of the sum of the Base Bid and Alternates accepted. Upon receipt of the Notice to Proceed, the Contractor shall commence the work within ten (10) days from the Date of the Notice and shall complete the work within one hundred fifty (150) calendar days from the date of the Notice. Deduction at the rate of Eight Hundred Dollars ($800.00) per day shall be made from the total Contract price for each and every calendar day beyond the one hundred fifty (150) days from the date of Notice to Proceed that the work remains not satisfactorily completed.
