Q & A deadline: Mar 04, 2022 3:00:00 PM EST The Contra Costa County (County) Public Works Department (CCCPWD), Transportation Engineering Division is seeking qualified consultants to provide transportation engineering services for County projects. The CCCPWD Transportation Engineering Division plans, designs, and studies potential road infrastructure improvements in unincorporated areas of the County. Typical projects include studies, research, and preliminary design of the County road network. All qualified, interested firms are invited to submit Statements of Qualifications (SOQ). The County will evaluate the SOQs to: 1. Select firms for on-call transportation engineering services. All on-call transportation engineering service contracts awarded will be valid for up to three (3) years. On-call contracts will have contract values of $250,000 with a maximum aggregate value of $1,250,000. 2. Establish a pre-qualified shortlist of transportation engineering firms that the County may solicit for future project- specific contracts. The pre-qualified shortlist will be valid for two (2) years. During the two-year term of the pre-qualified shortlist, when there is a need for project-specific transportation engineering services, the County will issue a Request for Proposal (RFP) to the shortlisted firms. Only those firms on the pre-qualified shortlist will receive an RFP and be allowed to make proposals for those projects. After the two-year period ends, independent RFQs may be issued for project-specific contracts until a new request for a pre-qualified transportation engineering services consultant shortlist is developed. Based on the review committee's ranking of the SOQs, up to ten (10) firms will be invited to interview. As a result of this selection process, the County will select up to five (5) firms to provide on-call transportation engineering services and up to five (5) firms will be placed on the pre-qualified shortlist for future project-specific contracts. Consultants may submit SOQs for consideration for the on-call transportation engineering services contract and/or the pre-qualified shortlist. Each firm should indicate in the cover letter for the SOQ if they would like to be considered for the on-call contract, the pre- qualified shortlist for future project-specific contracts, or both categories. Consultants are eligible for consideration and may be selected for one or more services covered under this Request for Qualifications (RFQ). For example, a consultant may be awarded on-call transportation engineering services and be placed on the pre-qualified shortlist for future projects. Addenda to this RFQ, if issued, will be posted on the CCCPWD website at www.cccounty.us/pwrfq. It is the Consultant's responsibility to check the CCCPWD website to obtain any addenda that may be issued. SOQs may be submitted in one of two methods: 1. The name of the zipped file must start with "C-" if you wish to be considered for on-call contracts only, "S-" if you wish to be considered for the pre-qualified shortlist only, or "CS-" if you wish to be considered for both.
