Renovation of a fitness / recreation center in New Albany, Indiana. Completed plans call for the renovation of a fitness / recreation center.

Bids are invited for improvements to the floors throughout (excluding the gymnasium) the Griffin Recreation Center located at 1140 Griffin Street, New Albany, as per the specifications. This project consists of removing the existing floor tile and/or carpet that is throughout (excluding the gymnasium) the Griffin Recreation Center site including abatement of the asbestos and use of lead safe work practices. New porcelain and /or vinyl tile along with the wall base will then be placed as part of this project. The Contractor will also handle the breakdown, removal, and re-installation of all furniture, partitions, toilets, base heaters and any other items that need to be moved during the process of removing the existing floor and installing the new floor. This as indicated in the Contract Documents. Bidders attention is called to the Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246), contained in the bid documents, which sets forth, in part, goals and timetables for the employment of women and minorities in the project area. Section 3 Contractors are encouraged to bid as we comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) and implementing regulations at 24 CFR Part 75. Bidders attention is called to the fact that contractors and subcontractors are required to pay not less than the wage rates established by the Davis Bacon and Related Acts as indicated in the Contract Documents. The bidder must file with their sealed bid proposal, a certified check or a bid bond in the amount of five (5) percent of the total bid, payable to the City of New Albany Redevelopment Commission. The above checks or bonds are to ensure the execution of the contract on which such bids are made. The Contractor to whom the work is awarded will be required to furnish, before commencing work, a performance, maintenance and payment bond to extend for a period of one year after final acceptance, in an amount equal to bid price of the contract awarded to said Contractor and Certificates of all Insurance as described in the Contract Documents. Additionally, the bidders attention is called to the requirement that if any archaeological artifacts are uncovered during construction, federal law and regulations (16 USC 470, et seq.; 36 CFR 800.11, et al.) and, additionally, state law (Indiana Code 14-3-3.4), require that work must stop and that the discovery must be reported to the Division of Historic Preservation and Archaeology within two (2) business days. As indicated in the Specialty Earth Sciences Limited Pre-Renovation Asbestos Survey Report (dated February 20, 2020) and the addendum inspection documents, the following materials were found to contain asbestos above the U.S. EPA and Occupational Safety and Health Administration (OSHA) threshold of 1%; original black floor tile; original green and red floor tile and mastic. The asbestos materials must be removed from the structure by appropriately licensed and trained asbestos supervisors and workers. Removal and disposal must be performed in accordance with applicable rules and regulations of the U.S. EPA, OSHA, and IDEM. Personal air sampling and analysis must be conducted, as required. Prior to initiating abatement of the asbestos materials and renovation of the structure, the IDEM Notification of Demolition and Renovation Operations form must be completed. The completed form must be forwarded to IDEM and the local building authority (City of New Albany Building Commissioner) ten (10) business days in advance of renovation. Lead based paint likely exists in some areas of the building (i.e., paint on walls). As such, Lead Safe Work Practices are to be employed during the asbestos abatement procedures. The New Albany Redevelopment Commission reserves the right to reject any or all bids or to waive any informalities or minor defects in the bidding.
