Site work and paving for a civil project in Biloxi, Mississippi. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; and water / sewer project.

Work on which proposals are invited consists of the repair and/or replacement of miscellaneous water, sewer, drainage, and roadway projects located within the city limits of the City of Biloxi. This advertisement is issued pursuant to Mississippi Code Annotated Section 31-7-13(n). Due to the nature of a public works contract, the exact scope of work is unknown at the time of bidding, but may include, but is not limited to, installation / repair / replacement / maintenance of pipe mains and services; installation / repair / replacement / maintenance of storm and sanitary sewer structures and appurtenances; installation / repair / replacement / maintenance of roadways, driveways, curb and gutter, sidewalks, and other structures in need of installation / repair / replacement / maintenance. Work under the Repair-Replace 2022 will be issued by means of delivery orders as work is identified and authorized by the City Engineer or his authorized representative. Each delivery order will be classified as either standard or emergency. Construction drawings will not be issued with delivery orders. The contractor shall be capable of taking orders and directions from the City Engineer or his authorized representative for repair or replacement methods and limits for repair or replacement for individual delivery orders. The contractor shall be familiar with standard repair methods for utilities and other infrastructure. The contractor's superintendent(s) and crew(s) shall be experienced and capable of performing maintenance tasks in a timely and workmanlike manner. The Contractor shall be available to start work as soon as the City issues a written order to commence work (Notice to Proceed). Contractor shall be on standby and ready to respond during the entire length of the contract. Work on each emergency delivery order shall commence within two (2) hours and work on each standard delivery order shall commence within ten days. Liquidated damages will not be charged for this work, but failure to respond to or complete work within the required time will be considered in authorizing additional work. The location of said work is in Biloxi, Mississippi. The City of Biloxi shall be obligated to issue a minimum of one delivery order under the Repair-Replace 2022. The minimum value of a delivery order shall be One Thousand Dollars ($1,000.00). The contract shall end on September 30, 2022, for the basic period. The City of Biloxi, at its sole discretion, may extend the contract time by approving up to five (5) separate option periods of up to six (6) months each. If exercised, the first option period shall end March 31, 2023; If exercised, the second shall end September 30, 2023; If exercised, the third shall end March 31, 2024; If exercised, the fourth shall end September 30, 2024; And if exercised, the fifth shall end March 31, 2025. The schedule of estimated contract items and unit prices shall provide proposals for the basic period and the first option period if exercised by the City. Unit prices may be adjusted on a yearly basis if option period extension(s) are exercised. If requested in writing by the contractor, unit prices for the second and fourth option periods, if exercised, shall be adjusted by the City by applying the CPI factor to the prices bid for the basic period. All questions shall be directed in writing via email to the City of Biloxi Engineering Department (dnguyen@biloxi.ms.us). All persons having a contract with the City of Biloxi must adhere to the City's policy concerning non-discrimination on the basis of race, color, religion, sex, age, sexual orientation, gender identity, national origin, veteran or disability status. On bids that equal or exceed Fifty Thousand Dollars ($50,000.00), the Certificate of Responsibility issued by the Mississippi State Board of Contractors shall be written on the outside of the envelope containing the bids. Bids of less than Fifty Thousand Dollars ($50,000.00) will be marked on the outside that the bid contained within does not exceed Fifty Thousand Dollars ($50,000.00). When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. Bids, which are for work outside of the classification listed for any bidder, shall be returned unopened. Bid documents are being made available via paper copy or digital copy (CD). Plan holders are required to register for an account and log in at website; at this site, plans can be viewed for no charge or physically purchased. All plan holders are required to have a valid email address for registration. Contractors have the option of submitting their bids sealed in an envelope or through the City's electronic bid submission link at www.biloxiplans.com. Preference shall be given to resident contractors, and a nonresident bidder domiciled in a state, city, county, parish, province, nation, or political subdivision having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder's state, city, county, parish, province, nation or political subdivision awards contracts to Mississippi contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state's current law pertaining to such state's treatment of non-resident contractors. Resident contractors actually domiciled in Mississippi, be they corporate, individuals or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state, city, county, parish, province, nation, or political subdivision of domicile of the nonresident. The ability to obtain any insurance required by the contract documents must be demonstrated in the bid by the means specified in the contract documents. Proof of actual insurance coverage must be submitted within five (5) business days from the bid acceptance. In compliance with the laws of the State of Mississippi, in choosing materials for the project, the successful bidder shall be required to give preference to materials grown, produced, prepared, made, or manufactured within the State of Mississippi. The foregoing notwithstanding, no preference shall be given to materials grown, produced, prepared, made, or manufactured in the State of Mississippi when other materials of like quality produced outside the State of Mississippi may be purchased or secured at less cost or any other materials of better quality produced outside the State of Mississippi can be secured at a reasonable cost. The Contractor shall not use any materials on the project that are grown, produced, prepared, made, or manufactured outside of the United States. If such materials are not available, then those which are grown, produced, prepared, made, or manufactured outside the United States may be used. BIDS SHALL BE DELIVERED TO THE MAYOR'S OFFICE, SECOND FLOOR, CITY HALL BUILDING, 140 LAMEUSE STREET, BILOXI, MISSISSIPPI, 39530, OR ELECTRONICALLY SUBMITTED AT WWW.BILOXIPLANS.COM. Bids shall be in letter form with the envelope or electronic attachment and bid marked plainly REPAIR-REPLACE 2022 and shall be addressed to the Mayor's Office, P.O. Box 429, Biloxi, Mississippi 39533. In addition, the envelope or electronic attachment shall list the company name and address, and all applicable state and local license numbers. The City reserves the right to reject any and all bids and to waive any informality in the proposal accepted. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
