In preparing a response to this RFQ, the Consultant should describe the means or strategyby which they will satisfy the scope of services. The Consultant may also choose to provide a second alternative or hybrid strategy that details what processes and outcomes would be used to make the project better. The anticipated Scope of Services is included below. 1. Review available background information including the City's previously completed reports and modeling efforts associated with the High Strength Waste Receiving and StorageProject. 2. Conduct a site visit and kick off meeting to understand the layout of existing facilities, piping, and available space at the Water & Resource Recovery Center. 3. Coordinate site visits to review various recommended technologies. 4. Complete an alternatives screening analysis to compare feasible High Strength Waste Receiving and Storage options to meet the City's handling needs. Identify the advantages and disadvantages of each alternative. For each feasible alternative, the consultant shall consider need for expansion of other operations and potential pumping to accompany the design and coordinate with equipment manufacturers as needed to develop detailed alternatives including but not limited to the following: a. Equipment sizing, overall footprint, hydraulic profile, connectivity piping, and site location. b. Preliminary opinion of construction cost. c. Anticipated benefits of proposed alternative. 5. Meet with the City to review alternatives and select the best alternative to proceed with a more detailed engineering evaluation. Coordinate with the City to select the best alternative to advance to detailed design. 6. Prepare phased (30%, 60%, 90%) and final design contract documents for Owner review for the selected alternative. Meet with the City to review submittal comments as needed. 7. Provide all needed permit documentation, environmental approvals, and agency coordination to accomplish the project. 8. Provide services for the City to utilize Clean Water State Revolving Funds that would include costs for design, construction, and inspection services. 9. Provide bidding assistance to aid in contractor award. 10. Conduct a regional market survey for high strength waste disposal needs and potential growth of the W&RRC's customer base. 11. Provide construction engineering and administration services (fees and scope to be negotiated at the end of design phase). The method of contractor selection has not been determined at this time.
